Overview:
Martin Defense Group, a privately-owned defense contractor, is seeking an Proposal Manager. The incumbent will join a group of talented Engineers, Scientist, and Innovators with tremendous top-side potential devoted to solving novel technological problems with national defense implications in the fields of Cybersecurity, Autonomy, Unmanned Aerial Vehicles and Naval Architecture among others. Responsibilities:
SUMMARY OF TASKS
- Experience working with various types of government contracting vehicles (CRADAs, SBIRs, OTAs, etc.).
- Responsible for recommending and implementing best practice, measurable, and repeatable processes that result in winning proposals and meet organizational goals.
- Leverage experience and best practices in the development and implementation of successful proposal strategies, processes, and tools.
- Oversee corporate processes for technical proposal management, planning, writing, editing, production, and quality assurance, working collaboratively with operating divisions and business proposal staff.
- Ensure a comprehensive proposal knowledge management infrastructure, including development and maintenance of proposal guides, artifacts, templates, examples, compliance, and boilerplate text.
- Implement improvements and enhancements to the proposal management process
- Must be self-motivated and able to take initiative in assessing solicitations/opportunities, establishing and managing actions of the proposal team; create proposal calendars, proposal compliance matrices.
- Must ensure proposals are compliant and compelling.
- Author appropriate proposal sections and help design graphic concepts.
- Must demonstrate the necessary personality and leadership skills to engage and motivate a diverse group of Engineers, Project Managers, Principal Investigators, and Contract Administrators.
- Ensure that technical proposals adhere to corporate standards for quality through rigorous quality assurance procedures.
- Outstanding communication skills required (written and oral); including a strong working knowledge of Microsoft Office Suite and SharePoint.
REQUIRMENTS
- Bachelor's in Business, Communications, English, Journalism, or related major with relevant or equivalent work experience.
- Provide project management support for Company’s government research & development projects.
- Minimum 7 years managing Federal proposals with proven experience writing, designing, and producing winning multi-million-dollar responses.
- Demonstrated experience supporting research initiatives (SIBR, STTR, OTAs, etc.).
- Knowledge of the federal contracting environment and procurement processes, including RFQ/RFP/RFI requirements.
- Lead focused proposal content plan development efforts based on APMP and/or Shipley best practices.
- Strong interpersonal, leadership, and communication skills.
- Ability to work well under pressure.
- Must have the flexibility to work extended hours to include weekends when needed to complete proposals on schedule.
