This position is in the exempt jurisdictional class. As such there are no established minimum qualifications.
Preferred qualifications are:
Bachelor’s Degree and/or advanced degree and a minimum of nine years of professional experience in an organized program of fraud investigation, preferably including some knowledge and experience with case management, surveillance/monitoring, law enforcement, and/or interactions with prosecutorial entities. At least five years of this experience must have included the management and supervision of subordinate staff. Excellent oral and written communication skills are also required.
Duties Description
Under the general direction of the Medicaid Inspector General, reporting directly to the First Deputy Medicaid Inspector General (First Deputy), the incumbent of this position will be a member of the Executive team working closely with other Division Deputies and executive staff. The incumbent provides the strategic direction and manages operations of the Office of the Medicaid Inspector General’s Division of Medicaid Investigations (DMI), with staff in several regional offices. Specific duties include, but are not limited to:
Responsibility for the overall management, oversight and direction of DMI:
Confer with the MIG, First Deputy, and/or other executive-level managers to define investigative projects, initiatives, and long-term objectives.
Work with the Assistant MIG and other DMI managers in directing, managing and overseeing the development and completion of investigative activities in the Division with the goal of detecting and preventing waste, fraud, and abuse in New York State Medicaid program.
Oversee the establishment of investigative priorities. Work with subordinate managers to develop program and operational goals, objectives and project plans for the entire Division. Monitor implementation of investigative plans and accomplishment of program objectives by Assistant MIG and other DMI managers. Redirect resources as necessary.
Represent the OMIG in professional associations and other organizations.
Recommend actions to be taken regarding Medicaid fraud, waste, and abuse findings:
Collaborate on investigations and legal or administrative proceedings with other governmental entities or stakeholders, such as the NYS Attorney General’s Office, the Federal Department of Health and Human Services, the Federal Office of the Inspector General, US Attorneys, the Federal Bureau of Investigations, local District Attorneys, and other State agencies.
Coordinate statewide investigative activities and evaluate procedures for effectiveness and efficiency.
Direct the development of metrics to measure the success of investigative initiatives.
Oversee the preparation of periodic progress reports and report status of ongoing projects to executive staff.
Set policy, standards, and procedures for all areas of investigative operations.
Provide information and guidance to agency executive staff regarding investigative procedures, issues, and objectives.
Oversee the day-to-day operations of the Division of Medicaid Investigations:
Provide direct supervision and mentoring to the Assistant MIG, DMI managers, Bureau Directors, ensuring consistency and coordination between bureaus, and communicating executive directives, priorities, preferences, and approach.
Oversee subordinate managers in carrying out division projects and initiatives; provide guidance, advice, and/or direction in resolving sensitive or critical issues.

Salary will be commensurate with experience. This position is located in Albany. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position will serve at the pleasure of the appointing authority.
