This is a full-time non-competitive position. The minimum qualifications for appointment to a Research Scientist 2 position are: A Bachelor’s degree and three years of professional research experience in an appropriate field; OR a Master’s degree in an appropriate field and two years of such experience; OR a Ph.D. in an appropriate field and one year of such experience. Appropriate fields include: Biostatistics, Economics, Epidemiology, Public Health, Psychology, Sociology, Social Work, or a related social science field.

Based on federal and/or state regulations, this position requires vaccination against COVID-19. Upon appointment, the selected candidate must be fully vaccinated, or willing to become fully vaccinated, against COVID-19 and will be required to provide proof of vaccination. Candidates who are not fully vaccinated against COVID-19 at the time of interview may not start working until two weeks after their final dose of a COVID-19 vaccine.

Duties Description
The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Research Scientist 2, Grade 22, position in the Office of the Chief Medical Director, Office of Population Health & Evaluation, Population Health Interventions. The portfolio of the Bureau includes analytic support of the PSYCKES application, PSYCKES project interventions, Crisis System Monitoring, State Operated COVID reporting and monitoring, all Psychiatric Center State Operated monitoring and reporting, supporting and linking analytic support to the Suicide Prevention Center as well as to the Office of Prevention Health Initiatives. PSYCKES is an award-winning web-based application designed to support quality improvement and clinical decision making and is currently in use by over 400 provider agencies in New York State as well as state agencies, county governments, health homes, and managed care organizations. Current PSYCKES Projects include 5 Quality Improvement projects (Suicide Prevention, High Risk Quality Collaborative in Emergency Departments Improvement, Opioid Use Disorder Treatment in Mental Health Clinics, Use of Medication Assisted Treatment (MAT) for Opioid Use disorder in Mental Health Clinics, and Engagement of High Risk Clients in Mental Health. State operated COVID registries reporting are managed by this group as well as all the State Operated Psychiatric Centers ongoing monitoring and reporting. The bureau is expected to support and maintain strong relationships with the Suicide Prevention Center and the new Office of Prevention Health Initiatives. Finally, selected grants projects are also managed in this bureau.

Specific duties include, but are not limited to, the following:

  • Support the data collection of 988 call center information, mobile crisis teams, crisis stabilization programs, and Comprehensive Psychiatric Emergency Program.
  • Develop monitoring reports to ensure complete data collection, disseminate data quality reports and working with providers to ensure that the data collection is complete and accurate.
  • Develop ongoing reporting to understand the crisis system overall.
  • Develop and maintain 988 call center reports to SAMSHA and support the development of an annual report to the NYS legislature.
  • Participate as a member of the Bureau of Population Health Interventions Data Analytic Workgroup and provide ad hoc reports as needed.
