At Meta, Planning & Execution (P&E) is the organization responsible for end-to-end workforce planning and execution of the highest priorities in our People organization impacting Meta-wide employees. In this role, our team helps deliver impactful changes of the business by proactively planning and executing highly cross-functional work aligned to the strategies of our People teams (HR, Operations, Compensation & Benefits, Employee Experience, Recruiting, Engineering). This is a people manager opportunity within the Change and Program Management team within P&E. The manager will lead a team of high performing program managers responsible for delivering solutions to support priority initiatives. This position will work closely with peer managers, as well as cross-functional teams and leaders in the People organization. This manager will be accountable to lead and coach program managers who plan and execute initiatives as it aligns with our People strategy, while also leaning in to deliver on priority work alongside cross-functional partners and leaders in support of Meta's business goals.


Program Management Manager Responsibilities:

  • Manage team of program managers, building a high performing team which includes hiring, onboarding, mentoring, developing and coaching
  • Establish team goals and work with direct reports on strategies for executing, measuring progress, and sharing results in strong partnership with their clients
  • Build and maintain strong relationships with key stakeholders, both internal and external
  • Ensure a deep understanding of stakeholder needs and expectations, incorporating feedback into program strategies
  • Create frameworks for organizational health and operational excellence in areas such as team organization, project and portfolio management, partner and stakeholder communications
  • Leverage change management principles and tactics to coach program managers on efficient ways to build people-centric solutions as part of their program milestones and plans
  • Build strong cross-functional partnerships with key stakeholders such as Product, Recruiting, HRBPs, People Operations, and People Analytics
  • Partner with other P&E roles (Product Marketing/Process) to design holistic solutions for our clients, focusing on streamlining roles and responsibilities
  • Design and maintain scalable organization in an ambiguous and fast paced environment
  • Maintain full visibility of project statuses and potential roadblocks across the priority portfolio, support resolution of cross team risks, enable program dependencies, integrated processes, and team goals



Minimum Qualifications:

  • Bachelor's degree in a directly related field, or equivalent practical experience
  • 7 years of experience in people management
  • 7 years of experience in technical program/product management or systems integration
  • Proven communication and interpersonal skills, including relationship building and collaboration with cross-functional and leadership teams
  • Experience building a high performing team which includes hiring, onboarding, mentoring, developing and coaching program managers
  • Knowledge in program and project management methodologies
  • Experience being a thought leader within the organization and someone who can help internal solution strategy globally and challenge others in the organization to change
  • Experience managing multiple projects simultaneously and working autonomously in a fast-paced ambiguous environment
  • Experience translating strategic initiatives into roadmaps, defining tooling, processes, operations and driving execution



Preferred Qualifications:

  • Bachelor’s degree business management or a relevant field. MSc/MA is a plus
  • Experience with portfolio management including tooling optimization for tracking and reporting
  • Experience change management and HR processes (i,e., Operations, HR, Recruiting)
  • Experience working with engineering/product and data analytics teams
