Project Manager

Basic Qualifications (Required): 

• Minimum of 9 years of direct experience providing project management expertise and support to the matrixed project team 

• Familiarity with project execution as part of an established USAID System Development Lifecycle (SDLC) with prerequisites for phase gate reviews

• Experienced collaborator working closely with Government Program Manager/Product Owner, Contracting Officer’s Representative (COR), Information Systems Security Officer (ISSO), assessors and the vendor to coordinate project activities

• Strong communicator with the ability to present project reviews and phase gates to a senior audience and field questions and inquiries in a balanced and professional manner

• Demonstrated understanding of Organizational Change Management evidenced by fostering a cohesive Business Owner relationship to actualize business value and expected benefits

• Ability to obtain U.S. Public Trust Security Clearance (US security clearance at the “Secret” level or above preferred) 

• U.S. citizenship required (no exceptions)

Description: 

MetaPhase Consulting is currently supporting USAID through project management, business analysis, and technical support services to ensure the successful development, deployment, and adoption of a case management system to manage sexual exploitation and abuse allegations. The Project Manager will help lead the Agency with achieving its ability to assess trends, identify systemic issues across Missions and Implementing Partners and take responsive and preventive actions as necessary.

In support of this project, MPC is seeking a Project Manager with 9 years of experience to ensure effective task management, impediments are being addressed and resolved, and that infrastructure, configuration management, security, and IT governance standards and requirements are sufficiently met.

Essential Responsibilities: 

• Coordinate and collaborate with Government Program Manager Lead, key stakeholders and senior management to assure project progression is meeting cost, schedule, scope, and quality goals

• Consult with Program and Contract Management (PCM) on project budget formulation and execution and control through project cost, scope and schedule monitoring 

• Provide ISSO with project management and technical information required for NIST 800-37 rev 2 tasks to obtain Authority to Operate  

• Develop, facilitate, and ensure compliance with all documentation and process requirements (~55 project artifacts) in collaboration with the project team as prescribed by USAID SDLC

• Manage project risks by proactively identifying, tracking, mitigating and communicating in a manner that prevents problems from impacting project and organizational objectives

• Maintain project data in the designated project management information system to include weekly status reports, risk and issue tracking in ServiceNow

• Lead and facilitate project meetings (i.e. prepare agendas, document and publish meeting minutes, and track action items)

• Identify areas of improvement and apply and implement lessons learned
