Metro is looking for a skilled Classification/Compensation (class/comp) analyst to lead the organization through major class/comp efforts, perform day to day class/comp work and contribute as a member of the high functioning Human Resources team in a meaningful way. 
 
If you have experience conducting large classification studies, developing methodologies for, and conducting market studies, developing new classifications, and working on long term projects to promote compensation equity, this could be the position for you. If performing this work in a multi-union public sector environment is something you have experience with, even better.

 
As the Classification/Compensation Analyst you will:
  • Participates in the development, implementation and maintenance of Metro's classification and compensation systems and programs.
  • Serves as project lead in planning, leading, and performing complex position classification and compensation studies. 
  • Facilitates timelines and communications; reviews and recommends actions to implement study results, including communicating and presenting to senior leadership; communicates results to employees and unions and responds to concerns; and drafts implementation forms.
  • Creates new classifications, as necessary, and serves as a resource as represented classifications are bargained.
  • Effectively researches and analyzes positions within and outside of Metro to inform studies, creation of new classifications, and for other class/comp work.
  • Establishes and communicates market study methodologies to Metro and/or Union leadership; performs market analyses; analyzes comparator data; makes and presents recommendations and compiles summary documents.
  • Completes salary surveys, as necessary.
  • Works closely with the Metro budget office to communicate classification or compensation changes and to convey other essential information.
  • Consults with managers, supervisors and employees on classification and compensation issues, including guidance and technical advice for resolution of difficult, sensitive, complex, and controversial issues.
  • Ensures classification and compensation systems comply with all applicable laws and bargaining agreements, policies, and procedures.
  • Monitors agency practices for consistency; assesses and recommends actions to ensure appropriate and equitable relationships among class hierarchies and job families.
  • Performs research and analysis; prepares and presents reports of findings, needs assessment, projections, and policy and procedure recommendations for use by management; compiles and reports on data from a variety of sources for preparation of reports; evaluates data and makes recommendations.
  • Identifies trends; troubleshoots problems and develops strategies to address any concerns.
  • Recommends options and resolves business issues in a manner which provides compliance with state and federal law and collective bargaining agreements in addition to commonly accepted business practices.
  • Applies current knowledge of human resource principles, practices, laws, and regulations (FLSA, EEO, PECBA and wage & hour) to situations.

  • Communicate effectively orally and in writing and exercise tact and diplomacy with a range of audiences
  • Understand, interpret, explain, and apply classification and compensation principles, state and federal laws and Metro human resources policies, procedures, and rules
  • Exercise independent judgment and take initiative within established guidelines
  • Work independently and as a member of a team
  • Display a high level of discretion and maintain confidentiality

Minimum qualifications:
  • Bachelor’s degree in a field related to assigned responsibilities or professional certification related to the job’s duties; AND
  • Five years of directly related and progressively responsible experience; OR 
  • We will consider any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of the position.

COMPENSATION AND REPRESENTATION
 
Based on the Oregon Pay Equity Actrequirements, Metro’s internal equity review process, and the candidates’ qualifications, the appointment will typically be made between $82,774.00 to the equity range $110,000 annually. The full-salary range for this position is $82,774.00 - $115,084.00 annually. 
 
This position is not eligible for overtime and is non-represented. It is classified as aProgram Analyst . Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions.
