What are the responsibilities and job description for the Finance Manager position at Mexico Housing Authority?
Mexico Housing Authority is seeking a Finance Manager to join our team. The Finance Manager will be responsible for the day-to-day operations of finance and HR and will be responsible daily account receivables, account payables, human resources, procurement and assisting with contracting.
MAJOR DUTIES AND RESPONSIBILITIES:
Accounts Receivable
Understand procurement purchasing and financials for different funding accounts (operating, CFP and grants).
Make bank deposits.
Review and post receipts to tenant’s accounts.
Post non tenant payments to software and file.
Post monthly rent charges to tenant accounts.
Review and post adjustments to tenant accounts with prior authorization of the ED.
Prepare bad debt collection report for review by ED. Ensures delinquent vacated accounts are sent to outside agency for collection.
Track bad debt collection and update resident files as needed of payment tracking.
Accounts Payables
Maintain vendor records of vendor W-9’s, city licenses and Certificates of Insurance.
Match invoices with purchases orders, receipts and packing slips provided by MHA.
Verify purchase order has been properly authorized and that the proper account codes have been used.
Enter Invoices for payment in accounting software.
Print checks and coordinate with Executive Director and Board of Commissioners in the signing of checks.
Mail checks and file payment documentation by vendor in house and send all required documents to accountant monthly for compilation.
Human Resource
Maintain employee information in confidential files.
Forward any garnishments and child support notifications to Payroll Company to post for withholdings.
Process payroll for submission to 3rdparty payroll company every two weeks including sending any employee payroll related changes.
Prepare spreadsheets to allocate all payroll and employee benefits costs based on funding source.
General Finance
With proper authorization of the Executive Director, use HUD’s eLOCC system to draw down PH and CFP funds as funds are obligated.
Record utility consumption from utility bills for accountants use in monthly financials.
Gather documentation to prepare for annual audit and work with the outside auditor as needed to help complete yearly audits.
Maintain current departmental files and the establishment of new files as required; type correspondence, purchase orders, reports, forms and other records.
Maintain files for MHA owned properties. Review contracts, trust documents, and agreements and update as needed.
Maintain CFP budget and expenses for required HUD reporting.
Compilate a month end report of financials received from the fee accountant for review to the Board of Commissioners.
Process authorized tenant and Landlord ACH payments.
Administering the fiscal operation of the Authority including accounting, financial reporting, budgeting, budgetary controls, procurement, and inventory control.
Procurement purchasing following federal, state and local policies.
REQUIRED KNOWLEDGE:
Knowledge of operating principles, practices and problems of governmental accounting, budgets, procurement, contracting, account collection, insurance claims and HR procedures.
Ability to organize with emphasis on detail and accuracy.
Thorough knowledge of HUD regulations and MHA administrative policies governing finance, budgeting, procurement and contracting procedures.
Ability to prepare financial reports and to maintain accounting records in coordination with the reports received from the contracted fee accountant.
Knowledge of general principles of finance for budgeting and reporting.
Thorough knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
Knowledge of financial administration, budgeting process, and basic accounting.
Expert knowledge of modern office practices and procedures of modern office machines, and computer systems.
Responsible for oversight of MHA’s fixed assets and inventory to ensure MHA’s land, structures and equipment is protected and managed in accordance with guidelines of funding sources and generally accepted accounting principles.
Ability to manage multiple tasks to meet deadlines.
Skill in the analysis and interpretation of fiscal and accounting records
Ability to make computations with accuracy on Excel spreadsheets.
Ability to understand and quickly follow written and oral instructions and to communicate in written and oral form.
Interpersonal and customer service skills, with the ability to meet and deal tactfully and courteously with the public and to establish and maintain effective working relationships with other employees at all levels.
Knowledge of contemporary office practices, procedures and equipment including fax, telephone, and copy machine.
Must be a proficient keyboardist with a thorough knowledge of word processing, spreadsheets and database programs.
Responsible for ensuring that funds requested and advanced from HUD or other funding sources are as covered in agreements for the receipt of such funds.
Ensures all Authority records are well maintained and organized and available for the annual financial audit.
Immediately advises the ED of any irregularities in the financial or management operations of the Authority that come to his/her attention.
Performs other related duties as assigned by the ED
Ability to maintain effective working relationships with employees, department heads and the general public.
EDUCATION AND EXPERIENCE:
Required: High School diploma or equivalent.
Required: At least four years’ experience with basic accounting and/or finance, or an equivalent combination of education and experience to meet the required knowledge, skills and abilities
or,
Preferred but not required: Four years formal education with courses in accounting or finance.
Preferred but not required: Experience in the Housing Lindsey Software System

SPECIAL REQUIREMENTS:
Must have a valid Missouri Driver License.
Must have an excellent work history and attendance record.
Must be bondable and insurable.
Must be able to interface effectively with all levels of management.
Must be willing to travel overnight for a minimum of 15 days annually for training or attendance at conferences/workshops.
