Position Overview Under limited supervision responsible for supporting the Environmental, Safety and Health program as it relates to performance and compliance and developing, implementing and maintaining the emergency preparedness program for the DUF6 conversion project. The specific work assignment may include duties or activities of support in one or more of the following functional areas, in addition to other duties as assigned: Functional:
Provides oversight to personnel within the ES&H function of the organization
Supports the monitoring and prevention of chemical, biological, radiological, physical hazards and diseases at the work site
Supports the organizational health and safety programs ensuring compliance with local, state, and federal regulations, including U.S. Department of Energy (DOE) directives
Ensures ES&H programs are communicated to employees establishing awareness of ES&H policies and continuous improvements in accident, industrial hygiene and environmental compliance
Guarantees ES&H requirements of permits and regulatory standards are flowed down into applicable procedures or work control documents
Assist in the preparation of permit applications
Directs reports as required to local, state and federal agencies (i.e., DOE)
Stops/Suspends work of unsafe conditions potentially affecting personnel safety or environmental risk
Provides input into safety metrics
Assists in the development of ES&H training for all site personnel
Provides input into the development of emergency preparedness technical documents including scopes of work, deliverables schedules and review cycles
Prepares metrics and provides input into the site Emergency Readiness Assurance Plan (ERAP) and Continuity of Operations Plan (COOP)
Assists operations management team in conducting operational drills
Conducts management and technical assessments of the emergency management (EM) program topical areas including independent assessments of service providers
Develops EM-related plans, policies and implementing procedures to ensure compliance with DOE Orders, manuals, policies, and federal regulations
Ensures EM program, operations alarm response procedures (ARPs), and associated job aids are effective and fully-integrated with the site EM programs
Conducts technical reviews of changes to regulatory documents, DOE guidance, scopes of work, and plant modifications and/or operating conditions
Identifies potential impacts to the EM program and provides advice to supervision
Contributes as a key member of the site-wide Drill & Exercise (D&E) Committee
Develops emergency drill or exercise packages to include establishing performance objectives and criteria, inject messages, timelines, and narrative scenario information for emergency preparedness field drills and table tops while ensuring the D&E scenarios adequately test the emergency response organization’s (ERO’s) response to DUF6 specific hazards and events
Leads after-action critiques for emergency exercises, drills and real events to identify and capture potential corrective actions (CAs) and enters issues or findings in the CA tracking system to ensure action items are adequately closed
Coordinates training for EM program areas including training qualification programs for local emergency directors, emergency wardens, local accountability coordinators, and emergency operations center staff
Evaluates and approves all proposed chemical procurements for potential impacts to the emergency preparedness program
Interfaces with the DOE local office, DOE headquarters, local, state and federal agencies, other on- site contractors, and off-site EROs
Job Requirements Minimum Requirements:
Bachelor of Science Degree in Engineering, Environmental Engineering or related science, or equivalent
7 years of related experience, or an equivalent combination of education and experience is required
Ability to obtain and maintain a Homeland Security Presidential Directive (HSPD-12) credential
