JOB SUMMARY
The Director of Campus Safety and Security (DCSS) is responsible for the development, implementation and management of campus security and safety programs and services. Including, but not limited to, security, environmental safety, fire safety, emergency response management (evacuation, shelter in place, Lockdown), campus access, and all matters related to campus parking and traffic (vehicular and pedestrian) pickup and drop off that may affect off campus traffic. The DCSS is a key member of the safety, emergency response, and crisis committees.

The DCSS will assure that the campus is in compliance with all applicable state and federal laws, rules and regulations related to campus safety and ensures that day-to-day security operations are aligned with the core values of Mid-Pacific.

The DCSS leads and manages the Security Department (a 24 hour / 7 days a week / 365 day a year operation), to include: recommending hiring, training, scheduling, evaluating, disciplining, providing direction, and all other duties associated with overseeing the department. Is responsible and has the appropriate certification for the registration and training of security staff in compliance with regulatory requirements. Work on campus or remotely may be required during emergencies and disasters.

The DCSS works closely and collaborates with the all Departments on various safety, emergency, events and projects. Must be proactive in meeting and communicating regularly with the Mid-Pacific community and leadership including the Directors of Risk and Compliance, Campus Planning and Renewal, Facilities and Maintenance, Vice President of Academic Affairs, and Chief Operating Officer to formulate, review, and revise all major campus safety, emergency, and crisis plans.

ESSENTIAL DUTIES AND RESPONSIBILITIES

CAMPUS SAFETY AND EMERGENCY RESPONSE
  • Propose measures to integrate security, safety and emergency preparedness into the school’s daily practices while maintaining support of other departments and functions.
  • In coordination with appropriate administrative leaders, develop and implement comprehensive campus security and safety programs, policies, and procedures.
  • Prepare and assure appropriate information regarding safety and security procedures and ensure the procedures are available in essential campus locations.
  • Provide oversight of security, safety, and emergency response preparedness training.
  • Serve as a liaison and, when appropriate, partner with local law enforcement and other agencies.
  • Respond to (if necessary), and mitigate on campus emergencies.
  • Responds to administration requests related to locating students.
  • Use the campus notification systems to communicate emergency situations and safety instructions.
TRAFFIC, DROP OFF, PICK UP AND PARKING
  • Morning, Afternoon, and Events – Assist with orderly drop off and pick up for regular morning and afternoon traffic. Maintain traffic flow to avoid overflow onto nearby roads entering and exiting campus. Direct parking on campus and manage drop offs and pickups as needed.
STUDENT SERVICES
  • Assist educational/student monitoring, transportation, campus patrols and, when appropriate and available, student related requests by school administration. Support campus safety initiatives.
EVENTS
  • Coordinate traffic, parking, attendee access and directions, crowd control and safety measures for on-campus and school-related events off campus with the event point of contact.
  • Assist with transportation and accommodations for campus guests with mobility challenges.
PARKING
  • Assign and administer student parking, provides parking passes and obtains required information related to auto and insurance.
  • Coordinates with the neighboring University of Hawaii and Baptist Church for parking, traffic and/or access through campus.
PLANNING COLLABORATION
  • Assist in developing disaster preparedness and incident plans.
  • Analyze incidents and accidents with the goal of preventing similar, future occurrences.
  • Collaborate with the Director of Risk and Compliance and Human Resources, Academic Administration to plan annual training related to updates in campus safety, emergency and crisis plans.
  • Assist and advise administrators on all matters involving criminal and or safety activities on school campus.
  • Maintain up-to-date best practices related to school security and safety.
TRAINING IN USE OF AND TESTING OF SAFETY AND EMERGENCY SYSTEMS ON CAMPUS
  • Conduct and coordinate security, safety and emergency preparedness training by developing, scheduling and/or facilitating training for faculty, staff, and others as needed. Systems include emergency call buttons, fire alarm system, emergency communications, and notifications.
COMMUNITY PUBLIC RELATIONS, COMMUNICATION AND COORDINATION
  • Develop and maintain a strong working relationship with all Mid-Pacific community stakeholders.
  • Serve as a liaison and, when appropriate, partner with local law enforcement and other agencies representing Mid-Pacific and the school’s best interests.
  • Communicate and coordinate information and activities with neighbors – including residents, the University of Hawaii, and the Baptist Church.
DEPARTMENT PERSONNEL RESPONSIBLITIES
  • Participate in the development of a safe and healthy workplace in coordination with Mid-Pacific leadership.
  • Develop safe work procedures. Provide training, appropriate personal protection equipment and work to ensure compliance with campus safety and security procedures and policies.
  • Report any injury, hazard, or illness immediately to the appropriate department or administrator.
  • Ensure that Security Department equipment and supplies are available and properly maintained.
  • Promotes employee morale, engagement, and staff development.
  • Formulates policy and develops training for staff response in various situations and interaction with all campus users directly face-to-face, and remotely via phone and written communication.
  • Approves department personnel leave of absence requests and timesheets for accuracy and appropriateness.
  • Train and develop shift supervisors (administrative duties, supervisory duties, incident response duties).
ADMNISTRATIVE FUNCTIONS
  • Develop the Security Department’s budget and administer the approved budget for uniforms, supplies and equipment, including reordering of such supplies/equipment as needed.
  • Adhere to all federal, state and city laws and regulations including employment related.
  • Complies with school policies, procedures, and contractual obligations.
  • Certifies/trains security staff as required by Hawaii security guard regulations.
  • Ensure any and all criminal incidents that require mandatory reporting to government agencies are documented via a Mid-Pacific security incident report. Ensure proper agencies are notified.
  • Request and schedule security staffing at appropriate levels.
  • Effectively utilize available technology to fulfill job functions and responsibilities.
  • Protect confidentiality of all sensitive Mid-Pacific records, documentation, and information.
SCHOOL SAFETY
  • Participate in the development of a safe and healthy workplace.
  • Comply with the instructions given for their own safety and health and that of others, in adhering to safe work procedures.
  • Take reasonable care to ensure their own safety and health and that of others.
  • Report any injury, hazard or illness immediately, to their Supervisor and Human Resources.
  • Not place others at risk by any act or omission, not willfully or recklessly interfere with safety equipment.
  • Act as a role model by demonstrating safe work behaviors.
  • Identify, assess if necessary, and control hazards within area of responsibility.
  • Ensure that equipment/supplies are properly maintained.
  • Maintain relevant knowledge of safety laws.
  • Develop safe work procedures and ensure adherence to procedures.
  • Ensure compliance of safety policies and procedures.
  • Communicate safety issues with employees.
  • Ensure that employees are provided information, instruction, training and supervision that they need to work safely.
  • Ensure that employees are aware of and abide by all relevant safety procedures.
  • Encourage early reporting of incidents and forward information to Manager and Human Resources immediately.
  • Mandatory reporting of physical or sexual abuse to law enforcement or child protective services and Human Resources. Sexual abuse includes child molestation, any actual or alleged illegal or otherwise wrongful sexual conduct with a minor, and serial sexual misconduct, any actual or alleged illegal or otherwise wrongful sexual conduct with more than one victim; and committed by or alleged to have been committed by any perpetrator who is not a student of an included entity.

QUALIFICATIONS AND/OR EXPERIENCE
  • To perform this job successfully the DCSS should have the following qualifications:
  • Bachelor’s Degree from an accredited college or university is preferred.
  • Ten years of experience in security, safety, law enforcement, or a related field. Minimum five (5) years of experience in a supervisory or management capacity.
  • Demonstrate knowledge of security and safety operations and programs.
  • Ability to defuse volatile situations.
  • Ability to effectively multi-task, manage staff/guests/those around, problem solve and make sounds decisions are crucial.
  • Familiar with wage and hour and employment laws.
  • Knowledge of laws, rules, codes and currently accepted principles and practices relevant to security and safety operations.
  • Excellent leadership and organizational skills and the ability to motivate people.
  • Ability to create and maintain a team-oriented, collaborative environment within the department and with other departments and directors is crucial.
  • Maintain excellent integrity and demonstrate good moral character and initiative. Display the highest level of ethical and professional conduct.
  • Dependable, adaptable, and self-motivated.
  • Team player who possesses superior interpersonal skills.
  • Exemplary professional image and attitude.
  • Ability to maintain poise and self-control under stressful situations is crucial.
  • Ability to communicate effectively in English, both written and orally.
  • Ability to use a computer for word processing, data entry and manipulation, document management and processing, budgeting, reporting and telecommunications. Proficient in Microsoft Word, Excel and PowerPoint, Google Applications, Adobe Acrobat, smartphone use and applications, copiers, scanners, printers and other software and hardware.
  • Holds and maintains a valid driver’s license with a good traffic abstract.
  • Must clear the drug screening, physical capacity test, and fingerprint/background check requirements.
  • Meet such alternatives to the above qualifications as the Vice-President for Operations and Chief Financial Officer or Chief Operating Officer may find appropriate and acceptable.

WORK SCHEDULE
Forty hours per week, primarily on weekdays. The work related to this position takes place year round, 24 hours a day so the DCSS may need to respond at any time, in case of a campus emergency or for special events that may occur on the weekends (example: Graduation Ceremony on Saturday).

MENTAL DEMANDS
On a daily basis, must frequently problem solve, make decisions, supervise, interpret data, organize, write, plan and clearly communicate.

EQUIPMENT USE
Telephone, computer, iPad, campus video/camera systems communications equip – radios , emergency notification systems (e2campus, phone paging system), campus alarm systems, golf carts - frequently;
Copier, printers and other hardware and electronic equipment – occasionally.

WORKING CONDITIONS
Indoor - frequently;
Outdoor, Loud Noise, Cold and Hot Temperatures –frequently;
