Salary Range: $76,273.60 – $90,812.80
JOB SUMMARY: The CDL Instructor will independently manage and oversee the design and development of Milwaukee County’s CDL training program in conjunction with Wisconsin State DMV and Federal FMCSA guidelines. The position will also design and develop in conjunction with equipment vendors training curriculum for current and new pieces of equipment. Finally, the position will assist in accident investigation regarding Milwaukee County vehicles and equipment offering retraining, coaching and constructive intervention for high-risk employees and repeaters.
JOB DUTIES:
Milwaukee County CDL certification program design, development, and management: To design, develop and manage Milwaukee County’s new CDL certification program in conjunction with State of Wisconsin DMV and Federal FSCMA guidelines. To design, develop and maintain all the of training curriculum/manuals and training schedules for the program.
Existing and New Equipment Training and Coordination: To design, develop and coordinate Milwaukee County’s current and new equipment training program in conjunction with current and new equipment vendors, Milwaukee County Management and SME’s. To design, develop and maintain all the of training curriculum/manuals and training schedules for the program.
Assist in vehicle and equipment accident investigation: To work with all Milwaukee County vehicle and equipment user departments in assisting with vehicle and equipment accident investigations, which includes working with user departments to ensure proper documentation is filed for the Milwaukee County Vehicle Accident Review Committee (VARC). To maintain, receive and document all vehicle and equipment accident reports to be filed with the VARC committee.
Vehicle and equipment retraining and coaching after accidents: To retrain and coach high risk employees and accident repeaters ensuring aggressive, constructive intervention immediately following accidents.
Develop and maintain metrics for both CDL and accident prevention programs: To develop and maintain program metric statistics for both the CDL and accident prevention program.
MINIMUM QUALIFICATIONS:
Current resident of Wisconsin
Possession of a valid State of Wisconsin “Class A and B” CDL with no air brake restriction at time of appointment.
State of Wisconsin Motorcycle license required at time of appointment required and maintained throughout employment.
Bachelor’s Degree in Occupational Safety, Safety Management, Risk Management, Human Resources, Education, Sociology, Psychology, Training and Development or closely related field AND at least three (3) years’ experience with Safety or Risk Management and/or preparing informational or instructional programs which included public speaking and delivering a training curriculum required.
Associate’s Degree in Occupational Safety, Safety Management, Risk Management, Human Resources, Education, Sociology, Psychology, Training and Development or closely related field AND at least three (5) years’ experience with Safety or Risk Management and/or preparing informational or instructional programs which included public speaking and delivering a training curriculum required.
High School Diploma in Occupational Safety, Safety Management, Risk Management, Human Resources, Education, Sociology, Psychology, Training and Development or closely related field AND at least three (7) years’ experience with Safety or Risk Management and/or preparing informational or instructional programs which included public speaking and delivering a training curriculum required
Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
OSHA 30 certification within 1 year of appointment
PREFERRED QUALIFICATIONS:
HAZMAT and Tanker CDL endorsement preferred.
Experience in training CDL or Heavy equipment operators preferred.
Intermediate knowledge of Fleet Focus Software and automotive web portals preferred
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to exchange of basic information with internal and/or external contacts. Ability to maintain sensitive or confidential information. Ability to explain and gather information, answer queries, or aid internal and/or external contacts. Ability to perform with a high degree of authority in securing understanding and cooperation with internal and/or external contacts. Ability to read, write and comprehend simple instructions, reports, short correspondence, and memos. Ability to read, analyze, and interpret safety rules, operating/maintenance instructions and procedure manuals, scientific/technical journals and procedures, government regulations, financial and legal documents. Ability to Makes decisions of responsibility and results that affect more than one department or a department with multiple units; substantial analysis is required, and many factors must be weighed before a decision can be reached. Ability to perform within difficult or complex working conditions or situations not easily evaluated; decisions require considerable judgment, initiative and ingenuity in areas there is little precedent Ability to lift, carry, push, and pull up to 30lbs regularly.
