Responsibilities:
Key Responsibilities
  • Perform technical and personnel activities for Experimental Operations by supporting current and future subcritical experiment testbed development and sustainment.
  • Provide technical and functional leadership for technical employees supporting the MSTS Stockpile Stewardship mission.
  • Maintaining staff by recruiting, selecting, orienting, training employees, and developing growth opportunities.
  • Execute and supervise technical execution and advancements in design, development, characterization, testing, and fielding of timing and firing (T&F) systems, diagnostic cross timing, diagnostic systems, and ensuring task completion in a Research and Development environment.
  • Leads all T&F system development techniques and methodologies, and assigns staff to provide consistent application, deployment, and documentation of T&F systems and diagnostics systems across multiple testbeds.
  • Devises integrated solutions to complex technical problems of broad scope. Solutions are comprehensive in technical and business aspects and exhaustive at all levels, including cross-disciplinary.
  • Ensures the MSTS safety concept and communicates job expectations while maintaining resource and financial objectives.
  • Develop departmental goals and strategic plan and manage the organization to that plan.
  • Serve as an Subject Matter Expert to company-internal and external scientists, engineers, and management for T&F and Diagnostics fielding.
  • Creates an environment where employees feel safe to raise issues, empowered to address issues and supported to resolve issues.
  • Promote and actively participate in the MSTS safety concept. Support and encourage employee participation in MSTS environment, safety, health, and quality initiatives.
Qualifications:
  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Demonstrated experience to apply the knowledge, skills, abilities, and competencies required to successfully perform the job.
  • Demonstrated understanding and application of design, characterization and fielding of timing and firing, cross timing, and diagnostic systems for operations.
  • Demonstrated ability to mentor and grow staff.
  • Demonstrated experience in developing and completion action plans, maintaining project documentation, and ensuring appropriate visibility of project status.
  • Excellent verbal and written communication skills, including presentation design and delivery skills.
  • Ability to lead and guide a diverse team of resources, which may include cross functional, matrix resources, students, and subcontractors to foster an atmosphere of collaboration and teamwork.
  • Strong analytical, technical and organizational skills with ability to manage multiple tasks in a fast-paced time-constrained environment.
  • Demonstrated ability to clearly and effectively develop and manage the organization's strategic outlook.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance
(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”
