Our department members conduct research, develop technical capabilities, and apply innovative solutions for aligning people, processes, and technology-related changes to achieve strategic outcomes. HOS engagements include short-term, targeted organizational change projects and large-scale, complex enterprise transformation programs.

Roles & Responsibilities:
Our workforce strategy capability includes work in strategic human capital, workload analysis, and advising on federal authorities. Successful candidates will demonstrate experience in one or more of these areas.
- Leading the development of workforce strategies for the creation of new organizations, restructuring of existing programs, merging of functions, implementation of new authorities, or specific organizational challenges
- Advising federal sponsors and project teams about organizational issues, workforce risks, and potential policy ramifications in accordance with federal authorities (e.g., Title 5, Title 10, Title 22, Title 38, Title 42)
- Conducting data-driven competency assessments to identify skill gaps; examining current and projected workforce utilization; analyzing past, present, and projected workload needs; identifying existing human capital shortfalls; and validating workforce requirements
- Conducting demand and supply side workforce analysis across organizational functions and divisions by working collaboratively with internal and external stakeholders, to include subject matter experts, cross-disciplinary project management teams, and functional partners, while using relevant models and workforce data
- Supporting the design and implementation of organizational and/or workforce assessments, including analysis of findings and development of recommendations, outlining suitable strategies to close gaps including but not limited to training and development, hiring, and outsourcing
- Developing strategies for Organizational Change Management (OCM), workforce management, stakeholder engagement, and/or communications that provide people-centric approaches for transitioning from the current operating environment to the desired future state in a variety of contexts (e.g., organizational restructuring, business model innovation, IT modernization, etc.)
- Advising federal sponsors and project teams about the impact of Artificial Intelligence (AI) and other tools on the federal workforce
- Contributing to the development of HOS capabilities (i.e., frameworks, methods, tools) via direct project work and/or MITRE’s independent research program
- Designing and facilitating meetings, workshops, and other in person/remote convenings to align and mobilize stakeholders towards a shared goal
- Bachelor's degree and minimum of 8 years’ professional experience in Human Resources Management, Organizational Change Management, Organization Development, Project Management, Operations Management or related discipline.
- Must be a US citizen and capable of obtaining and maintaining a DoD clearance
- Demonstrated experience with:
- Federal authorities and policies for workforce management, both the limits and the flexibilities
- Advising on workforce strategies, solutions, and recommendations
- Tailoring, adapting, and applying Organizational Change Management and/or workforce management models, frameworks, and methodologies
- Conducting qualitative and quantitative data analysis, identifying key insights, and communicating findings to inform decisions
- Meeting design and facilitation
- Developing and delivering effective presentations
- Working with leaders and teams to build effective working relationships across diverse groups of stakeholders
- Being adaptable and working in ambiguous situations
- Working effectively in a matrixed, client-facing environment
- Communicating effectively orally and in writing
- Using Microsoft Office applications
- Must be willing to obtain high-level clearances (e.g., TS/SCI) if required to meet sponsor needs
- Preference given to qualified candidates with active clearance.
- MS, MBA, or PhD in Human Resources Management, Organizational Development, Organizational Leadership and Management, Industrial-Organizational Psychology, Neuroscience, or Psychology
- HR certifications (e.g., PHR/SPHR, SHRM-CP/-SCP is a plus)
- Application of frameworks, models, and methods related to workforce strategy, organizational assessments, team performance, and/or leadership development
- Demonstrated experience with:
- Management consulting in the federal government sector and/or government experience
- Managing project plans, task plans, action plans, and teams
- Mentoring junior staff in career and professional development
- Leading groups/teams
- Applying data visualization techniques
- Familiarity with multiple federal agencies/departments
- Familiarity and interest in emerging technologies, such as: AI, Blockchain, Quantum Computing, Robotics, Virtual Reality, etc.
