Human Resource Officer
The MoDOT & Patrol Employees’ Retirement System (MPERS) is seeking a professional and motivated individual capable of working independently to establish a human resources program for the organization. MPERS employs 18 full-time professionals, including an executive team of four, a five-person investment department, and an operations and benefits staff of about ten. MPERS administers a defined benefit retirement plan for the Missouri Department of Transportation and the Missouri Highway Patrol, pays monthly retirement benefits to about 9,000 recipients, and manages an investment fund of $3 billion.

Minimum/Required Qualifications
Graduation from an accredited four-year college or university with specialization in human resources, psychology, public or business administration, or closely related area.
Preferred Qualifications
Three to five years of progressively responsible human resources experience in addition to minimum education requirements. Advance degree or certification in HR management, organizational leadership, or closely related area. Additional consideration for other applicable human resource related certifications.
Salary Range: $59,000-$83,000

Summary/Objective
Responsible for administering all aspects of human resources including recruitment, employee relations, staff development, workplace safety, administration, and personnel records retention. The HR Office also manages facility operations.
Essential Job Duties
- Provide support to leadership and supervisors in the following areas: recruitment and selection of staff; job classification and compensation; performance management; problem resolution; progressive discipline and counseling; policies and procedures; supervisor/manager rights and responsibilities; and employee development.
- Respond to questions from employees regarding policies and procedures related to their employment, benefit packages, compensation, job classification, employee development, performance management, etc.
- Update and maintain employee handbook, ensuring all policies are up to date and in accordance with the applicable laws.
- Develop employee satisfaction and engagement surveys as directed by the executive director and collect and analyze employee data.
- Responsible for new hire paperwork and providing orientation for new employees.
- Maintain personnel files.
- Responsible for building security and administering the security system’s website. Primary contact for after-hours security matters.
- Manage facility operations.

Knowledge, Skills, and Abilities
- Considerable knowledge of the principles and practices of office organization and management, including the supervision and training of personnel.
- Basic knowledge of the general principles of fiscal control, procurement and supply, and related support service functions.
- Strong ability to interpret and apply office policies and procedures.
- Strong ability to understand and carry out oral and written directions and maintain complex records.
- Strong ability to establish and maintain effective working relationships with vendors, coworkers, employers, and others, both in the public and private sectors.
- Excellent oral and written communication skills.
- Ability to prioritize tasks and to delegate them when appropriate.
- Extensive knowledge of general office equipment and Microsoft Office suite of software, including SharePoint.
- Ability to act with integrity, professionalism, confidentiality, and a high degree of ethics.
- Thorough knowledge of employee relations management, HR principles and practices, and appliable employment-related laws and regulations.
Work Environment
- Work is typically performed in a conventional office environment.
- Position may be eligible for limited remote work on occasion.
