Plan to be effective January 1, 2017. Any new full-time employee hired on or after January
1, 2017 will be required to enroll. As a member of the Hybrid Plan, you are required to contribute at least 5% of your salary to the defined benefit portion of the Hybrid Plan.
Contributions are made on a tax-deferred basis.
SUMMARY
The responsibilities of this position are to administer and enforce the provisions of the
Montgomery County Stormwater Resolution and ensure the compliance of Montgomery
County with State and Federal Clean Water Act Phase II requirements. Also enforces all zoning and technical codes relative to the Building & Codes Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Enforces the provisions of the Montgomery County Stormwater Resolution.
- Performs data collection and mapping of stormwater control measures to be included in the County’s Geographic Information System (GIS) geodatabase.
- Conducts environmental surveys to ascertain the condition of stream, river and wetland systems.
- Conducts outfall monitoring in streams and rivers to detect illicit discharges into the environment.
- Responds to drainage compliance complaints.
- Assists in the review of drainage and erosion control plans to ensure compliance with local regulations.
- Conducts inspections of construction sites to ensure drainage and erosion control structures are installed in accordance with the approved plans.
- Performs final inspections after completion of construction of drainage and erosion control structures.
- Attends meetings, seminars, and training sessions as required to remain knowledgeable in the field and to promote improved job performance.
- Maintains detailed records, inspection reports, case files and related documentation.
- Enforces all zoning and technical codes relative to the Building & Codes
Department.
- Performs administrative functions such as answering telephones, taking and relaying messages, making presentations, and issuing building and plumbing permits.
- Obtains and maintains professional certifications necessary to enforce adopted codes
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.

EDUCATION and/or EXPERIENCE
Bachelor’s degree in Environmental Science, Geo-Science, Biology or related field(s), with six (6) months of practical experience in pollution prevention and controls, environmental studies, or two (2) years of experience in site design, pollution prevention and controls, or plan reviews; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
SPECIAL KNOWLEDGE and SKILLS
This position requires effective oral and written communication skills, excellent interpersonal skills, and intermediate computer literacy. Must complete Level I Erosion
Prevention and Sediment Control course through Tennessee Department of Environment and Conservation within 12 months of being hired. Must complete Level II Design
Principles for Erosion and Sediment Control course and Stormwater Control Measures
Inspection and Maintenance course within 24 months of being hired. Other certifications may be required by the Building Commissioner.

Incumbent must possess the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Incumbent must possess the ability to write reports, business correspondence, and procedure manuals; effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Incumbent must possess the ability to work with mathematical concepts such as probability and statistical inference, and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Incumbent must possess the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Incumbent must possess the ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
Must hold a valid Tennessee driver’s license.
PHYSICAL DEMANDS
While performing the duties of this job, the incumbent is regularly required to sit and talk or hear. The incumbent frequently is required to use hands to finger, handle, or feel; reach with hands and arms. The incumbent is occasionally required to stand, walk, stoop, kneel, crouch, crawl and climb or balance. The incumbent must occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, see colors and ability to adjust focus.
WORK ENVIRONMENT
While performing the duties of this job, the incumbent is routinely exposed to outside weather conditions. The noise level in the work environment is usually moderate.
