The Deputy Health Administrator for the Office of Public Health (OPH) is responsible for day-to-day leadership of program operations of the Office. The Deputy Administrator provides direct supervision for a team of division directors and leaders; collaborates with County colleagues and community stakeholders to develop and implement policies and services designed to preserve and advance public health and wellness; and represents the Office of Public Health with federal, state, and local agencies, and community stakeholders.
The person holding this role has demonstrated expertise in public health program administration and project management, along with a deep understanding of the role social structures and social determinants in shaping health and wellness, an ability to foster true partnership and collaboration among stakeholders across disciplines and perspectives, and a strong grasp of systems thinking.
- Provides day-to-day oversight for programmatic operations for OPH;
- Facilitates the identification, development, prioritization, and monitoring of department-wide priorities, goals, and metrics;
- Oversees implementation and monitoring of division-specific program plans, working with staff and stakeholders to ensure plans are data-informed, mutually-reinforcing, and aligned with local, regional, and national public health priorities and emerging trends;
- In partnership with Performance and Planning team, ensures program evaluation plans reflect and measure progress towards addressing community health priorities;
- Makes recommendations on and supports development, implementation, evaluation, and continuous improvement of OPH programs and operations;
- Assists with identifying and securing financial resources to support prioritized areas of work
- Supports integration of programmatic activities within OPH and across HHS departments, as well as effective use of OPH staff capacity;
- Works cross-departmentally to plan for and address public health workforce pipeline challenges and opportunities;
- Establishes and stewards relationships with community partners and internal colleagues to facilitate development and implementation of community-engaged and data-informed services and policies;
- Supervises and coaches division leaders, and supports them in setting and achieving program and professional development goals;
- With division leaders and the Deputy Administrator for Finance, develops and monitors the OPH budget;
- Ensures compliance with regulatory responsibilities and directives;
- Responsible for developing and maintaining working relationships with other Health and Human Service (HHS) program and strategic offices to review, discuss, and resolve regulations, policies, and system barriers, and to better coordinate and maximize services to individuals and families in the various HHS systems;
- Prepares or presents reports concerning activities, expenses, budgets, relevant policies or rulings, or other items affecting businesses or program services;
- Maintains active role in management of public health emergencies, including role in incident command structure;
- Serves as Acting Administrator in the absence of an Administrator;
- Supports planning for and conduct of Board of Health meetings, as necessary;
- Represents the Office of Public Health in public forums, partner meetings, and other spaces, as needed;

Minimum:
- At least eight years progressively responsible leadership and program administration experience in public health or related field, with a particular focus on social determinants of health and health equity;
- At least five years experience providing direct supervision to program leaders/supervisors, demonstrating flexible situational leadership, self-awareness, and emotional intelligence;
- At least five years experience developing, implementing, and monitoring public and/or community health programs and services, using community-engaged program development approaches;
- At least five years experience writing project proposals and/or issue briefs for a variety of audiences;
- Highly-skilled in administration, project management, financial tracking, and communication
- Experienced in trauma-informed program development and delivery;
- Adept at developing and stewarding collaborative and equitable partnerships;
- Skilled in utilizing community, qualitative, and quantitative data to develop, implement, monitor, and report on strategies and activities;
- Demonstrated ability to translate abstract concepts into actionable information for internal and external stakeholders;
- Ability to analyze and solve complex problems – both independently and in collaboration with colleagues;
- Detail-oriented;
- Masters degree in public health or related field.

WORK ENVIRONMENT: Montgomery County maintains a telework policy allowing employees, where appropriate, to work remotely during a portion of the work week. Employees are eligible to participate in telework following satisfactory completion of a probation period.
Salary : $70,786 - $92,022
