Reclamation District No. 108 (RD108) is a solution oriented Northern California Reclamation District whose scope of work is rapidly expanding. RD108 is looking to fill the position of Senior Accountant to be at the center of accounting and administrative activities. This position requires the ability to maintain and help ensure financial tracking in accordance with GAAP to safeguard company assets. Bachelor’s Degree in Accounting, Finance, or Business Administration, or related area AND five (5) years of progressively responsible professional-level related experience including two (2) years of financial program management or supervisory experience or equivalent.

This position offers a competitive salary ($100k-150k) depending on qualifications and experience. In addition, compensation includes:

Technical Workload (80%):
- Develop, maintain and update centralized contracts and grant financial tracking tools.
- Produce grant progress reports and invoices for submission to the granting agency.
- Compile grant close-out documentation.
- Create, maintain, and manage electronic and hard copy grant filing structures. Manage registration in State and Federal grant databases.
- Track grant reporting deadlines and coordinate with other staff and consultants to ensure timely submission of invoicing and reporting. Support annual and grant specific audits.
- Serve as the Finance and Administration Lead for declared emergencies (e.g. flood, drought, etc.). Ensure that all financial records are maintained throughout an emergency. Provide administrative support to all response personnel as required. Keep management aware of the current fiscal situation and other related matters, on an on-going basis.
- Maintain internal controls and procedures to safeguard company assets and ensure that transactions are executed in accordance with GAAP and company guidelines.
- Prepare for annual audit, including but not limited to, adjusting and reversing entries, depreciation, inventory, projects, and a single audit.
- Manage cash balances and credit facilities.
- Design, implement, coordinate and monitor the operational budget, calculate budget variances, and report significant issues to management.
- Conduct bank reconciliations regularly and ensure balance sheet and income statements are accurate.
- Produce monthly board reports such as Maintenance Actual and Budget Comparison, Summary of Investment and Cash Status.
- Implement and maintain adequate and effective systems, internal controls, documentation, policies, and procedures while ensuring compliance with applicable laws, rules, and regulations.
- Provide support and problem-solving for financial planning and reporting activities.
- Support Human Resource activities.
- Assist office staff in accurately and promptly fulfilling consumer requests.
- Support payroll, accounts payable, accounts receivable, fixed assets, cost accounting, general ledger and general ledger reconciliations, and other key accounting functions.
- Encourage, trains, support, and mentor the growth & development of Office Team.

Knowledge, Skills, and Abilities:
- Familiarity with a local agency, agricultural, non-profit, state or federal agency performing accounting, finance and/or grant administration tasks.
- Automated financial systems.
- Knowledge of applicable federal, state, and local laws, rules, regulations, and ordinances.
- Solid understanding of accounting concepts, including both cash & accrual basis, and cost accounting and ability to develop, implement, and supervise accounting procedures and controls.
- Strong computer skills, including Microsoft Excel, Word, Outlook and accounting software.
- Strong oral and written communication skills.
- Diligent and detail oriented with a focus on process control.
