SCA – CSA - Telecom Planner
Job Summary: The Computer Systems Analyst I/Telecom Planner will support Telecommunication Operational Support and Sustainment (TOSS) services for Naval Computer and Telecommunications Station (NCTS) Guam, Base Communications Office (BCO) in Guam. Network Operations (NET Ops) and Information Assurance will include ONE-NET Local Network Support Center (LNSC) Guam, Legacy Networks, Certification & Accreditation, EKMS support to 29 area Navy commands and transiting forces.
Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:
The Telecom Planner will develop plans for network expansion, upgrades, and maintenance. The Telecom Planner will create detailed reports on the progress of projects and provide technical support to other departments. Additionally, the Planner must stay up-to-date on industry trends and technologies to offer customers the best solutions.
- Interpret records to audit against network/circuit inventory.
- Knowledge of AC & DC Power distribution and system demand calculations for secondary and tertiary power.
- Firm knowledge of OSP/ISP, SONET, DWDM, and IP planning and engineering.
- Microsoft Excel, Visio, and PowerPoint.
- Business Case development.
- Budget estimation for capital and expense.
- Develops a complete plan and budget for projects to be implemented.
- Excellent analytical problem-solving skills.
- Exceptional organizational, prioritization, and communication skills.
- Ability to work independently and in a team environment.
- Ability to manage multiple projects simultaneously.
- Ability to track daily duties and time.

Education / Experience / Certifications:
- Bachelor’s Engineering or technical degree or a combination of highly related experience and education.
- Minimum of 5 years of experience in network planning and engineering.
- Experience with network element configuration and installation.
- Experience with network element power requirements.
- Experience with collocation facility design and architecture.
- Knowledge of OSP/ISP, SONET, DWDM, and IP planning and engineering.
- 2 years of experience in the telecommunications industry.
- Valid Guam driver’s license is required.
- Must be a U.S. Citizen and able to obtain and maintain the required security clearance.
- Knowledge, Skills, and Abilities – May be representative, but not all-inclusive, of those commonly associated with this position.
- Understanding of building codes and their impact on school building additions/renovations.
- Ability to use Microsoft Office Suite and other software packages as required.
- Knowledge of the effects of building design on educational teaching methods.
Physical Requirements:
Must be able to work at computer for extended periods of time. Must be able to have repetitive wrist/hand/finger movement to work on computer and/or related office equipment. May be required to stand/walk, grasp, reach, stoop/kneel/crouch, or climb/balance. Occasionally required to drive to other locations. Must have clarity of vision, three-dimensional vision, precise hand-eye coordination, and ability to identify and distinguish colors in order to observe and inspect construction sites.
