The Industrial Permitting Manager position, which operates in the Environmental Compliance Division at the Bureau of Environmental Services (BES), oversees the daily operations of the City’s federally mandated pretreatment program. The Industrial Permitting Program, which operates in both the City’s separated and combined sewer systems, regulates approximately 300 industries through industrial wastewater permits and the Alternative Discharge Control Mechanism (ADCM).

This position is responsible for developing and revising the City’s local limits, communicating with the regulated public, preparing the Annual Pretreatment Report, and providing technical guidance to treatment and collection system operations. It oversees the issuance and enforcement of industrial permits and discharge standards, conducting industry inspections, and sampling permitted industries. It is also responsible for the oversight of the Credit/Charge Submeter Program and the Environmental Survey Program. Additional responsibilities include hiring, training, evaluating, and supervising a team of 5 permit managers and 2 environmental specialists. The Industrial Permitting Manager regularly collaborates with other regulatory programs within the Environmental Compliance Division to investigate publicly owned treatment works (POTW) anomalies, conduct sampling and set charges for high-strength customers, and modify City regulations. This position this position is located at the Water Pollution Control Facility in St. John’s.

What you would get to do:
Oversee daily operations of the federally mandated Pretreatment program, Submeter program, Alternative Discharge Control Mechanism (ADCM) and Batch Discharge program.
Plan, supervise, and evaluate the work of 5 permit managers and 2 environmental specialists.
Evaluate pollutant loading at the treatment plant, establish and enforce local limits to ensure protection of the city collection and treatment systems.
Oversee the permitting, inspection, monitoring, and enforcement of industrial users that discharge or have the potential to discharge to the City sanitary and combined systems.
Develop and issue Pretreatment Permits.
Set monitoring standards and frequencies and regulate industries for compliance.
Manage the Pretreatment Enforcement Response Plan, modify as necessary, and submit to DEQ for review and approval.
Complete and submit the Pretreatment Annual Report.
Oversee staff to evaluate and process accruals and credits for industrial and commercial users which operate with submeters.
Plan, prepare, and implement section budgets and oversee and monitor implementation and performance of the budget.
Prepare and make presentations to city officials regarding industrial users and pollutant levels that may affect treatment processes.
Communicate with the regulated public to ensure transparent and equitable implementation of the pretreatment program.
Qualified candidates commonly have environmental management experience (5 years) and BS in chemistry, biology, environmental science or other science degrees.

To Qualify
The following minimum qualifications are required for this position:

Experience interpreting and applying laws and regulations related to wastewater, pretreatment and/or environmental quality and protection.
Ability to supervise, train, schedule and conduct performance evaluations for employees within agency standards.
Ability to communicate clearly and persuasively, both verbally and in writing; and to prepare concise and comprehensive reports, correspondence, and other documents.
Experience communicating effectively to diverse internal and external stakeholders and ability to work collectively to promote an equitable workplace environment. Applicants must also possess:

Possess a valid state driver's license and acceptable driving record at time of hire.
Must be fully vaccinated for COVID-19 per City/State mandate or have an approved exception by date of hire.
