Position Description:

The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives.

The mission of NHLBI’s Division of Intramural Research (DIR) is to perform robust scientific and clinical research leading to a better understanding of biological and clinical pathology. With over 70 Principal Investigators and 13 Core Facilities, the DIR is a substantial research program that requires strong scientific and administrative leadership to advance our ambitious goals.

The Office of the Scientific Director (OSD) is responsible for programmatic oversight, review, and administration of the DIR program at NHLBI. The OSD’s portfolio is broad, encompassing executive support, administrative services, communications, coordination of the tenure promotion process, oversight of Core Facilities, and administration of the Board of Scientific Counselors (BSC) review and other programmatic and personnel reviews.

The Associate Scientific Director (SD) is responsible for providing management of the Board of Scientific Counselors (BSC) review, other intramural reviews and initiatives, and the day-to-day operations of the office. This role will assist in the development, implementation, and evaluation of intramural research policies and initiatives as they relate to the BSC and other reviews and will revise these policies and processes as needed. This position will oversee the immediate office of the Scientific Director and will serve as a senior advisor to the Scientific Director. This dynamic position will interact with scientific, clinical, and administrative personnel in the Division and will participate in administrative management decisions. This is an administrative position (not within a laboratory) that reports to the Scientific Director.

NECESSARY BACKGROUND:
  • Ph.D. in a scientific discipline;
  • Post-doctoral laboratory experience;
  • Experience in a leadership or supervisory position is a plus;
  • Knowledge of cardiovascular, pulmonary, and/or hematologic sciences is a plus.

  • Understand, support, and adhere to NHLBI’s policies, philosophy, and procedures;
  • Adherence to the highest ethical standards working with sensitive information with absolute discretion.
  • Oversee the management and administration of the BSC review within the DIR; perform ongoing management analysis studies to streamline and facilitate the overall review process.
  • Develop and implement new review processes in the DIR, as needed.
  • Assist in the coordination, integration, and articulation of long-range scientific goals and strategies for the DIR.
  • Gather and analyze scientific, programmatic, and administrative data to identify and report on trends, accomplishments, and areas of need to evaluate and improve the effectiveness of programs central to the DIR.
  • Develop analytical scientific and administrative reports in narrative, graphic, and tabular form that synthesize results of data analyses, draw inferences, outline options, and provide recommendations for DIR program activities and policies.
  • Oversee the tenure process for tenure-track investigators; be very knowledgeable on the NIH tenure process and criteria to provide guidance to tenure-track investigators throughout their tenure.
  • Participate in the planning of an annual awards ceremony to recognize the scientific and administrative achievements of DIR staff.
  • Assist in the preparation and review of scientific narratives for inclusion in NHLBI web and print products, including interacting with DIR staff for input.
  • Participate in DIR initiatives and serve on committees, task forces, and working groups concerned with intramural research operations, policy development, and evaluations;
  • Plan, organize, and conduct meetings and coordinate activities with other DIR, NHLBI, and NIH staff concerning a variety of issues of common concern or that represent collaborative efforts;
  • Keep current on NIH operational policies and procedures.
