The Exam Program Manager oversees and participates in all aspects of examination development and delivery from initial blueprint to technical report for ALS/BLS/performance examinations. Successfully executes project plans for examinations, including content development, examination administration, test publication and delivery, and all other components of building and publishing examinations. Supports and trains Associate Program Managers as appropriate. This position reports to the Examination Content Manager.


Essential Functions are listed below; other duties may be assigned:

Project planning and management

  • Identifies item and examination development needs. 
  • Identifies areas of waste in existing processes.
  • Tracks key performance indicators for examination processes and responses to inquiries.
  • Prioritizes, coordinates, scopes project work, and serves as project owner for specified examinations.
  • Identifies opportunities for improvement and works with Examinations Team to develop and update policies, procedures, and processes.

Item and Examination Development

  • Participates in all phases of item development including reviewing and developing item content, facilitating content review meetings, and ensuring all content is accurate, relevant, and reflects current practice for each examination.  
  • Recruits volunteers for examination content development meetings according to NCCA standards.
  • Creates assignments for attendees at virtual or onsite item writing and review meetings in the IMS.
  • Collects data and prepares reports following item development meetings. 
  • Reviews item pools to ensure items are accurate, relevant and reflect current practice for each examination. 
  • Acts as primary facilitator in item writing and review meetings.
  • Develops assignments and volunteer training materials for item development meetings.
  • Trains volunteers prior to item development meetings.
  • Maximizes yield, accuracy, and relevancy of content produced. 
  • Manages and updates library of resources including image banks, references books, item variant lists, job aids and other content development related tools to assist with examination development.
  • Reviews item pools for technical accuracy and content currency and relevance.
  • Understands scoring instruments and rubric updates and revisions.
  • Assists with the development and implementation of strategies for new examination content review processes, new item types, and creating item models and cognitive maps to support item development.
  • Adds references/rationales to items in item management system.
  • Collaborates with coworkers and vendors for content related issues. 
  • Provides support to Psychometricians regarding examination content needs and item performance. 
  • Collaborates with Examinations Editor to update Style Guide and assure content accuracy and compliance with National Registry style. 
  • Acts as an internal Subject Matter Expert for examination development related projects.
  • Participates in continuing education to monitor for changes to EMS clinical practice. 
  • Assesses test content for compliance with updated guidelines and creates plans for developing content that complies with updated guidelines (e.g. AHA, CDC, etc.).
  • Reviews pilot test data and participates in pilot test studies (item analyses, cognitive interviews, focus groups).
  • Performs item review requests from candidates and reviews challenges to examination content. 
  • Participates in examination security investigations for suspected compromised content.
  • Collaborates with Examinations Specialist to ensure established examination policies (internal and external), processes, and work instructions are executed.
  • Investigates and responds to inquiries from the EMS community.
  • Communicates with vendors, NR representatives and the EMS community regarding examination issues and escalates to appropriate staff when necessary. 
  • Produces and updates reports with relevant examination administration functions accurately and in a timely manner. Reviews and monitors external reports. Identifies irregularities and/or potential issues noted in the reports and escalates the concerns to the Director of Exams.
  • Reports irregularities with testing functions and coordinates with the Information Technology Team to make sure that software and database functions operate as required. 
  • Archives examination records consistent with established policies/procedures.
  • Revises National Registry examination procedures and work instructions in compliance with NCCA standards. 
  • Coordinates with relevant parties about changes in test administration.
  • Conducts performance examination NR Representative training

Communications

  • Collaborates with Stakeholders team to share updates, opportunities, and anticipated challenges.
  • Responds to inquiries regarding examination issues and escalates issues, as needed. 
  • Stays informed about basic trends and statistics relating to National Registry examinations, including examination volumes, pass rates, etc.
  • Prepares reports on various aspects of the examination process.
  • Provides additional support to the Examinations Team, as assigned

Requirements

Experience, Education, Certification and Skill Requirements:

  • 4-year degree in clinical health profession or related field required
  • Nationally Registered Paramedic preferred 
  • 3 – 5 years of in high volume EMS experience required

Specific Requirements:

  • Must be able to read, write, speak and understand the English language.
  • Must be able to effectively communicate and deal tactfully with personnel, visitors, government agencies/personnel and the public.
  • Must be able to perform advanced math skills, adding, subtracting, dividing, etc.
  • Must possess the ability and willingness to work harmoniously with other personnel.
  • Must be able to accomplish tasks via the electronic environment such as video conferencing and digital collaboration. 
  • Must be able to use a keyboard effectively.
  • Must be able to lift a minimum of 25lbs.
  • Must be able to work in an office environment with moderate noise. 
  • Must be able to travel up to 5 nights per month.
