Description
NCCER is seeking experienced individuals who can direct the operations of the Test Development Department and provide efficient and effective project management leadership. The Test Operations Manager will be responsible for all the major systems, processes, and activities that are required to execute the Test Development Department’s goals and initiatives. The Test Operations Manager will be critical for creating and managing short-term and long-term project schedules, collaborating with internal team members, communicating with external customers (e.g., subject matter experts), managing item banks and test content resources, working with our registry and billing systems, and setting up and facilitating item development and standard setting workshops.
Major Duties
1. Management of item banks and test content resources
a. Importing items
b. Creating forms
c. Managing resources (i.e., images)
d. Running reports for item bank statuses and content domain depth
2. Publishing tests in our test administration platforms
3. Setting up billing and registry for tests
4. Handling requests for test administration accommodations
5. Processing reports for test administration irregularities and test item security issues
6. Monitoring and handling questions, requests, and issues in a customer relationship management (CRM) application
7. Setting up, facilitating, and supporting virtual and in-person item development and standard setting workshops
8. Project management
a. Developing short-term and long-term project schedules
b. Monitoring project schedules
c. Working with internal team members to plan and prioritize project-related activities that may include several departments
9. Communicating with external subject matters experts to solicit participation in test development-related activities
Requirements
Qualifications
· Knowledge and experience that allows for the ability to successfully execute the major duties listed above
· Familiarity with project management concepts (e.g., float), methods (e.g., agile or critical path method), and visualizations (e.g., Gantt chart)
· Skills to work with a wide range of applications (e.g., item banking systems, CRMs, and project management)
· High level of detail-orientation
· Excellent time management skills
· Excellent project management skills
· Ability to communicate concepts, plans, systems, and processes clearly and professionally with internal team members, external customers, and subject matter experts
· Ability to persuade and negotiate with others to achieve department goals
Software Skills
· Microsoft Office 365 (Word, Outlook, Excel, Teams, and PowerBI)
· Familiarity with Jira and Confluence applications
· Familiarity with project management applications
