PURPOSE OF THE POSITION: This position will have primary responsibility for conducting department-wide, data-driven, quality process improvement activities and support in alignment with evidence based/best practices, regulatory requirements, and Joint Commission accreditation standards for the behavioral health programs at North Central Health Care. Under the supervision of the Manager of Quality and Safety, the Quality Specialist is responsible for developing and implementing regulatory strategies and processes to assure compliance with applicable regulations and standards related to quality. This position is also responsible for interpreting the intent of standards and regulations to provide guidance to project teams and leadership.
Education, Licenses, Certification, Skills, and Experience Requirements:
- Minimum Education: Bachelor’s degree in related field
- Minimum Work Experience: 1-3 years prior relevant experience in quality, patient safety, regulatory and accreditation, and/or performance improvement.
- Required Skills: Effective oral and written communication skills & organizational skills. Proficient use of Microsoft Office and familiarity with healthcare quality related regulatory requirements.
- Driving Requirements:
- Valid Wisconsin driver’s license and appropriate auto insurance coverage as required by North Central Health Care
- Must have the use of a personal vehicle
- Preferred: Current Professional Nurse Registration from the Wisconsin State Board of Nursing, Current BLS (CPR) Certification, master’s degree in related field, Certified Professional in Healthcare Quality (CPHQ), Joint Commission and CMS survey experience.

Essential Job Duties and Responsibilities:
- Maintains regular on-site attendance
- Demonstrates knowledge and application of quality improvement principles
- Provides support to the Quality & Safety Manager in the interpretation, compliance, and maintenance of standards to match external requirements of all regulating and accrediting bodies including managing and maintaining Joint Commission Accreditation
- Operationalize processes to support standards compliance
- Facilitate continuous survey readiness activities
- Support and facilitate implementation of process improvement activities at the program level related to or resulting from patient safety, harm reduction, clinical performance, and compliance with the requirements of regulatory and accrediting agencies such as The Joint Commission, CMS, and Department of Health Services
- Facilitates and attends committee meetings where quality monitoring functions and activities are performed
- Contributes to root cause analyses
- Completes data acquisition, analysis, reporting, and improvement
- Advise others on quality related regulatory matters
- Evaluate applicable laws and regulations to determine impact on quality activities
- Provide technical review of data or reports
- Coordinate regulatory documentation activities
- Assist in surveys (ex. CMS, TJC, DHS)
- Management of corrective action plans
- Assist with the development, updates and/or revisions to relevant policies and procedures based on updates and/or revisions to relevant policies and procedures based on updates to interpretation of regulatory changes from state regulators impacting quality.
- Coordination of regulatory reviews, validations, and audits
