The North Central Council of Governments is currently seeking a highly skilled and motivated individual to join our team as a Lead Database and Application Administrator. As a Lead Database and Application Administrator, you will play a crucial role in driving database and web application design and development. Key responsibilities include:

Monitors and improves database performance, web performance, network performance, system performance, and generate regular reports. Gathering requirements from customers and provide overall direction for database requirements and the software development life cycle. Researching and recommending third-party software solutions as needed.

Define and prioritize project goals, and coordinate and review project work and progress.

Acts as a technical consultant for new and existing database design and software applications used by the Agency; supports and works on custom coding for databases and web pages, enforcing coding standards and best practices.

Designs, develops, maintains various databases models, web applications, user interfaces and websites such as: database models and interactive functions using T-SQL, Stored Procedures, SSRS, and Power BI; web applications using ASP.NET, .NET Framework, .NET Core, C#, JavaScript, HTML, CSS, and PowerShell; user interfaces, reports, and processes/scripts for databases and web applications, often leveraging PowerShell; websites using the Agency Content Management System (CMS) and implement custom functionality within the CMS.

Administer Microsoft IIS web server configuration, security, management, and maintenance and SQL Server instances, implementing secure user and application environments to best practice.

Migrate local SQL Databases to Azure, creating both the migration plan and performing the steps and applications and code built on local IIS servers to Azure and other appropriate cloud-based solutions.

Administer Azure infrastructure resources, ensuring a secure, available, and structured database environment, and the components for successful applications and Azure DevOps system, managing the source control repository and automated build processes.

Manages external technical resources (contract developer/consults/vendors) on a project-by-project basis by providing feedback, evaluation, and assistance.

Participates in the interview process to assess the technical abilities of candidates that apply for open Database and Web Developer positions within the department as well as train other Developers, review code quality, and provide recommendations for improvement in all phases of the application development process.

Maintains Expert-level knowledge of ASP.NET, .NET Framework, .NET Core, C#, JavaScript, HTML, CSS, T-SQL, SQL Server Database technology, SSRS, Power BI, and administration of Microsoft IIS services. Including knowledge of Azure infrastructure resources.
Qualifications:
Bachelor's degree in Computer Science, Information Technology, or a related field and 9 years of related work experience. Additional work experience will be considered in lieu of a degree.
Proven experience in database and web application design and development.
Proficiency in T-SQL, Stored Procedures, SSRS, ASP.NET, .NET Framework, .NET Core, C#, JavaScript, HTML, CSS, and PowerShell.
Experience administering SQL Server instances and Azure infrastructure.
Familiarity with Azure DevOps and source control systems.
Strong project management and leadership skills.
Excellent communication and collaboration abilities.
