What are the responsibilities and job description for the Regulatory Accountant position at Nemont?

Job Summary: Responsible for all compliance filings with state and federal regulatory and government entities. Works effectively with Nemont’s Staff, Consultants, and others to perform analysis, monitor and meet deadlines on all regulatory and compliance obligations.


Essential Job Duties and Responsibilities

  • Responsible for regulatory compliance (FCC, MT PSC, ND PSC, WY PSC, USAC, etc.) and monitoring regulatory procedural schedules. Monitors, reviews and coordinates compliance under FCC, State PSC’s and NECA regulatory rules and orders.
  • Conforms with and abides by all regulations, policies, work procedures, and instructions of Nemont Telephone Cooperative, Inc.
  • Monitors association activities and coordinates with State associations (MITS, NDATC, NDTA), and national associations (NTCA, NECA) as appropriate. Attends various national, State and local meetings when deemed to be in the best interest of Nemont Telephone Cooperative, Inc. and its subsidiaries.
  • Researches, formulates, and supports the preparation of testimony or other information for regulatory filings and legislative hearings.
  • Serves as a resource to employees by answering questions regarding industry, regulatory, legislative and compliance issues and provides training as necessary.
  • Attend meetings and training sessions as necessary to keep current with changes in legislative, regulatory, and compliance issues.
  • Timely and accurate filing of compliance documentation.
  • Responsible for tracking and reporting network service outages to the State PSCs or the FCC or other necessary regulatory agencies.
  • Provide input to ensure company forms comply with regulations and applicable law.
  • Manage and maintain all company tariffs/price lists/rate schedules for regulated and non-regulated products and services and ensure updates are filed with the State PSCs as necessary. Keep tariffs/price lists/rate schedules current as products and service offerings change.
  • Gather and complete information requests from the DOL, Census Bureau, NECA, State PSCs, FCC, etc.
  • Responsible for establishing, documenting and maintaining regulatory/USAC/NECA record retention policies and ensuring such policies are followed.

  • Knowledge of company policies, procedures, products and services.
  • Knowledge of applicable federal and state laws, codes and industry practices, and industry legislation.
  • Knowledge of general office practices and procedures.
  • Knowledge of time management and organizational skills.
  • Must possess the skill to write original material, edit, proofread and finalize written material.
  • Ability to operate a personal computer and related software.
  • Ability to operate various office equipment such as a computer, copy machine, fax machine and multi-line telephone.
  • Ability to work from oral and written instructions and make decisions independently and take responsibility for them.
  • Ability to handle multiple priorities, work accurately, work under pressure, and respond quickly to tight deadlines.
  • Ability to speak effectively to individuals and groups of people.
  • Ability to function effectively as a team player.
  • Ability to think analytically and be a problem solver.
  • Ability to communicate effectively, both in writing and in speaking, with customers, co-workers, and various business contacts in a courteous and professional manner.
  • Ability to be a leader.
  • Ability to read, write, analyze, and interpret reports.
  • Ability to obtain and maintain a valid Montana driver’s license, have a good driving record and be insured under the Cooperative’s insurance policy.
  • Ability to work in a safe and effective manner.
  • Ability to maintain confidentiality of Cooperative records when required.
  • Ability to create a team environment and sustain employee morale.
  • Ability to travel to state and national industry training and development conferences and industry meetings.

Education/Experience

Any combination equivalent to the following education and experience that would provide the required knowledge, skills and abilities would qualify. A typical way to obtain the knowledge, skills, and abilities would be: Bachelor’s degree or 3-7 years related experience in Regulatory Compliance area preferably in the telecommunications industry.

  • Stands and walks short distances in office.
  • Handles books, papers, and office equipment.
  • Must have visual accuracy to post data in small spaces.
  • Stoops and bends when using files.
  • May be required to lift and carry weights up to 15 pounds.
