The Neighborhood Services division of the Planning & Development Services department is committed to providing outstanding service to enhance the community and citizens’ health, safety, and general welfare. They’re looking for a motivated individual to join their team and ready to make an impact! 

GENERAL PURPOSE:  Under general supervision, performs a variety of Code Compliance functions in the Planning and Development Services Department; determines compliance with applicable, State, and local codes, regulations, and ordinances relating to maintenance of properties. Patrols the City to identify violations of various codes, conducts code related inspections and investigations; initiates enforcement action and issues citations/notices of violation; responds to citizen inquiries and calls for service; prepares and maintains records and documentation; and performs other related duties as assigned.

 
PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
 
  • Patrols the City and monitors for code violations pertaining to the municipal zoning ordinance, illegal signage, tall grass, junk, debris, graffiti, abandoned vehicles, property maintenance, parking, landscaping, tree ordinance, outside storage, etc.
  • Learns, interprets, applies, and explain applicable municipal codes, advises property owners on the requirements for compliance; explains processes and procedures.
  • Responds to and investigates public complaints regarding alleged code violations; investigates environmental related concerns.
  • Prepares and sends/presents notices of violation to offenders; responds to inquiries from property owners regarding violations; issues citations as necessary.
  • Tracks and maintains documentation regarding code complaints and violations; updates related records and logs.
  • Performs re-inspections of all code violations and determines appropriate compliance actions.
  • Compiles and presents case documentation to the Municipal Court for prosecution as required; assists the City Attorney’s Office in the prosecution of code violations.
  • Conducts research including but not limited to State statutes, City ordinances, health and safety regulations, subdivision plats, property ownership, and/or deed, lien, and utility records.
  • Updates and maintains the division’s code compliance databases.
  • Works with the Neighborhood Services Manager, Senior Code Compliance Officer on enforcement of zoning, parking and other codes violated by river tourism-related operations.
  • Patrols, enforces, and monitors the downtown parking program for code violations.
  • Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education and Experience:
High School Diploma or equivalent; and two (2) years customer service, code compliance or inspections experience; OR an equivalent combination of education and experience. 
 
Required Licenses or Certifications:
  • Registration by the State of Texas as a Code Enforcement Officer is required or must be able to obtain within six (6) months of employment.  
  • Valid Driver’s License.
 
Required Knowledge of:
  • Code compliance principles, processes, and procedures.
  • General understanding of municipal codes and ordinances.
  • General understanding of municipal government and its relationship to the county and state.
  • Code compliance records, reports, and documentation.
  • Modern office practices, methods, and standard computer software applications.
 
Required Skill in:
  • Effective interpersonal, professional and customer service-oriented communication skills for building and maintaining positive relationships with employees, citizens, visitors, and the general public.
  • Ability to communicate clearly and effectively, both verbally and in writing: correct grammar, composition, spelling, punctuation, and vocabulary.
  • Coordinating and performing a variety of code compliance functions.
  • Monitoring and ensuring compliance with municipal codes and regulatory requirements.
  • Responding to public inquiries and complaints regarding code related matters; professionally referring other inquiries in a customer-friendly manner.
  • Investigating and following up on violations in code.
  • Preparing and maintaining various types of code compliance documentation.
  • Work independently and as a part of a team.
  •  organize and prioritize a variety of projects and multiple tasks in a effective and timely manner; self-manage time effectively and responsibly. 
  • Providing customer service excellence to internal and external customers.
 
Physical Demands / Work Environment:  
  • Work is performed primarily outdoors with exposure to variable and extreme weather conditions, uneven terrain, substandard/unstable structures, domestic animals, rodents, sewage, and hazardous materials and chemicals.
  • Involves driving, sitting, standing, walking, bending, and reaching for extended periods of time.
  • Ability to safely lift, carry and move items and objects weighing up to fifty (50) pounds.
  • Must be able to work flexible schedule, irregular hours including evenings, weekends, and holidays on any assigned shift.
  • May be required to work immediately before, during or after an emergency or disaster.
