The I-Bank is seeking a IT Operations Manager to join our team. The IT Operations Manager reports directly to the Executive Director and oversees the implementation, organization, and troubleshooting of the network, hardware, and underlying communications protocols; maintains all technology-based assets and licenses; oversees network security and data integrity; assists with the integration of 3rd party software; leads in planning upgrades, capacity, and communication requirements; monitors overall performance, and conduct upgrades as required;  is responsible for the IT annual budget; and manages the relationship with the MSP consultant overseeing all work of the v-CIO and all outside information technology consultants.

The I-Bank has created two proprietary, core enterprise application software solutions (EAS), H2LOans and NJ-Moves, which provide data management, project management and financial tracking solutions to support the I-Bank’s two loan programs, administered jointly with the NJ Department of Environmental Protection and the NJ Department of Transportation respectively. These EAS are the foundation for the application submission, project review and loan approval processes for projects financed by the I-Bank with State and federal funds and private bonds funds. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

System Administration:

  • Oversee the work and deliverables of the I-Bank’s MSP consultant to ensure timely and proper development, implementation, and enforcement of system standards, and policies and procedures to maintain system integrity.
  • Oversee the work and deliverables of and monitor the I-Bank’s MSP consultant regarding network and personal computer security systems, upgrades, patches, servers, other network, and telecommunication devices.
  • Communicate and work with all staff to ensure compliance with system standards, policies, and procedures regarding virus protection, patch management strategies, and firewall management. 

Business Continuity/Disaster Recovery:

  • Work with Executive staff to design the I-Bank’s Business Continuity / Disaster Recovery (BC/DR) plan (Plan), including preparing the Operational Handbook / User Guide. Oversee MSP’s procurement of necessary hardware and implementation of the Plan, including hardware design and on-premise / cloud hybrid infrastructure, redundancy, Recovery Point Objective/Recovery Time Objective (RPO/RTO), as well as frequently testing the BC/DR plan.

Procurement/Budget:

  • Prepare annual budget for the IT Department providing supporting documentation / assumptions including necessary technology-related procurement documents.
  • Research new hardware and software technologies that could be useful in optimizing the I-Bank’s operating and financial initiatives. Evaluate products for potential relevancy and use. 
  • Monitor and track technology-related purchases and maintenance agreements for both budgetary and procurement purposes, maintaining end-of-life and replacement schedules for all such purchases.

REQUIREMENTS

Knowledge, Skills, and Abilities:

  • Thorough knowledge of IT infrastructure: Network architecture and management, authentication and authorization strategies, and information security.
  • Working knowledge of BC/DR plans and required architecture.
  • Proficient in latest technology for IT systems and project management.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Excellent analytical and management skills.
  • Knowledge in the areas listed below:
  • Microsoft Server 2012, 2016; Microsoft Virtualization Hyper-V; Microsoft Windows 10 Professional; Microsoft Active Directory; Microsoft Azure Active Directory; and Microsoft Azure Cloud
  • Amazon Web Services
  • Managed Network Configuration (Cisco Meraki)
  • Firewall/UTM Appliance Configuration (Palo Alto)
  • Atlassian Products (JIRA, Confluence, Bitbucket, etc.)
  • Avaya IP Office
  • Ubuntu Linux or other Linux distributions

Education: Bachelor’s degree from an accredited college in Computer Science or a similar information technical area of study.

Experience: Three (3) years of experience in information technology with project management background or related work. 

License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency: In accordance with the New Jersey First Act P.L. 2011 c70, effective September 1, 2011, newly hired State government employees must reside in the State of New Jersey within one (1) year of employment.
