New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.
Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network to connect healthcare providers statewide, develops policies and standards that support the utilization of health technologies, and assists healthcare providers in adopting and effectively using electronic health records.

Position Summary:
NYeC is seeking a self-motivated HR Specialist to work in a small but high performing customer service driven Human Resources Department. The candidate will utilize their initiative, creativity and savvy HR skills to provide general HR support to all of the Department’s functions. The HR Specialist will report to the HR Director and will work closely with internal and external stakeholders, operating across a wide breadth of HR tasks in a high exposure environment. This role provides a great opportunity for someone to work in all functions within an HR department.
This role will be based out of our Albany, NY office. At this time, this role has a hybrid work schedule. All staff are required to work in the office 1 day per week (currently Tuesdays). There are then 30 additional in-person days that are expected each year on top of the 1 day required per week. Stakeholder visits, all staff meeting days, development days, and conference attendance count towards the additional 30 days. This schedule is subject to change.
Key Responsibilities for this position include:
- Complete key components of the full life cycle recruitment process for various open requisitions of all levels from staff to leadership positions (i.e.- assisting hiring managers in creating and maintaining job descriptions, completing phone screens, interviews, reference checks).
- Assist with the on-boarding and off-boarding processes, i.e. new hire and termination packets, training plans, background checks, I-9s, training enrollment, orientation meetings, exit interviews, 90-day-check-ins, etc. Ensure employees are compliant and current in workplace training modules. Conduct annual internal audits to measure compliancy.
- Partner with the Events and Wellness team in administering company-wide Wellness Initiatives and directly contributing to company culture and employee engagement initiatives. Continuously working to enhance diversity, equity, and inclusion in everything that the team does.
- Support the HR Director in various tasks associated with processing bi-weekly payroll via Paycom for all staff and ensure all employee timecards are completed correctly with appropriate pay codes.
- Help manage and complete tasks related to the Learning and Development Program with the HR Director.
- Assist the HR Director with in-house benefit enrollment and administration for two office locations including but not limited to reconciling benefits invoices, working with new hires to complete open enrollment, annual all staff open enrollment, processing benefit changes in appropriate benefit portals, terminating employee coverage and producing COBRA paperwork.
- Assist the HR Director with the education, administration and processing of employee leaves (FMLA, PFL, STD, etc.). Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, HR policies and procedures and local, state, and federal requirements appropriately reducing legal risks and ensuring regulatory compliance. Collaborate with legal department as needed/required.
- Act as a point of contact for day-to-day questions/issues that arise from employees, including but not limited to the interpretation of HR policies, practices and procedures to employees and managers.
- Contribute to the development and enhancement of HR policies, procedures, and practices.
- Create an environment of positive employee relations by respecting confidentiality, establishing trust and credibility, being seen by employees as approachable and fair, balancing business needs with employee needs, and spending significant time interfacing directly with employees.
- Assist the HR Director with various other tasks as needed including but not limited to: annual performance reviews and check-ins, immigration case filings, system implementation and system upgrades, preparing for and responding to audits, retirement program compliance, and information security.
- Complete other tasks and other special projects as assigned.
The qualified candidate for this position will possess:
- A Bachelor’s Degree in a related field required; Master’s Degree preferred;
- 3 5 years’ experience in general HR functions required;
- aPHR certification or PHR certification required or obtained within 6 months of hire; candidates who already posess an aPHR certification or PHR certification highly preferred; SHRM certification equivelent accepted;
- Ability to handle confidential and sensitive information is a must;
- Knowledge and understanding of diversity, equity, inclusion, and anti-racism principles and commitment to continue advancing those efforts;
- Solid knowledge of HR policies and best practices and ability to stay up to date on new policies and best practices in a timely manner;
- Familiarity with applicant tracking systems and career websites;
- Excellent communication, organizational and time management sills, must be able to prioritize and plan work schedule, must be a self-starter;
- Experience in a startup culture preferred; comfortable with ambiguity but self-motivated and proactive in identifying opportunities for improvement, solving problems, and prioritizing efforts;
- A reputation for responsiveness, thoroughness and reliability;
- Excellent writing skills a must;
- An ability to travel between NYeC offices as needed, up to 10% of the time;
- Proficient in Microsoft Word, Excel, and PowerPoint a must;
- Proficient in Microsoft Teams, OneNote, Jira, Visio, Asana, DocuSign, LinkedIn Learning, and performance management systems a plus.
We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany based candidate is $65,000 75,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
