Job Summary

Reporting to the Associate Director, Transportation Integrated Services, the Manager, Fleet Services is responsible for the overall management of all Regional fleet vehicles/equipment, fleet shops, inventory, driver trainer programs and fleet operations. Manages all activities relating to the fleet asset management program, from procurement to decommissioning of vehicles/equipment in the fleet in accordance with legislative requirements and Regional policies and procedures.
Education
Post-secondary degree or diploma in Business Administration or other related discipline.
Certificate of Trades Qualification as a Truck and Coach Technician (310T) and Automotive Service Technician (310S) is considered an asset.
An equivalent combination of education, experience and qualifications may be considered.
Knowledge
10 years of progressive experience in the management of a municipal or diverse fleet.
Experience leading in a unionized environment is an asset.
Knowledge of the methods, tools, and equipment used in the repair of vehicles, specialized equipment and small engines, to include procedures for diagnosing malfunctions and performing technical repairs.
Thorough knowledge of quality control and provincial inspection requirements & documentation.
Progressive experience in the application of fleet management practices and trends to manage contracts and projects, including reviewing, approving and implementing work plans and project budgets.
Demonstrated financial management knowledge and experience in developing, implementing and monitoring operational and capital budgets.
Demonstrated experience (5-10 years) in preparing and issuing requests for proposals, quotations, prequalification and tenders for the procurement of supplies (including preparing specifications) and retention of consultant and contractor services.
A demonstrated record of strong leadership and guidance, team advocacy, staff delegation, empowerment, staff development and results orientation.
Knowledge of project development, scheduling, monitoring, and control systems.
Detailed working knowledge of applicable legislation including: the Highway Traffic Act and Regulations, Commercial Vehicle Operating Registration Regulations, Dangerous Goods Transportation Act, Truck and Bus National Safety Code, Occupational Health and Safety Act and Regulations, employment legislation, Technical Standards and Safety Act and Environmental Protection Act.
Advanced knowledge, experience and skills in Microsoft Office Suite programs (Word, Excel, PowerPoint and Outlook).
Working knowledge of and competency in computerized maintenance management systems (e.g. AssetWorks M5 and Cityworks AMS).
Working knowledge of and competency in fuel management.
Certified Public Fleet Professional (CPFP) designation considered an asset.
Responsibilities
Develop, manage, and administer all Regional fleet services including vehicles/equipment procurement and disposal, maintenance and repairs, fleet shops (3), driver trainer programs and inventory management. (40% of time)
Manage the fleet operations, maintenance and repair, to ensure efficient and effective service delivery.
Lead a team of fleet experts to identify, analyze, study and implement efficiencies, best practices and emerging technologies to determine best service delivery options. Undertakes initiatives to improve service delivery and reduce costs.
Develop and implement detailed work plans, policies and procedures regarding program specific requirements.
Review long-term vehicle/equipment requirements with stakeholders, ensuring financial resources are budgeted.
Provide oversight and leadership on the execution of procurements and projects, including conceptual planning, scheduling, overall budgeting and management of resources and timelines.
Reviews expenditure and productivity reports, determining deviations from planned unit costs, accomplishments or budget allocations.
Develop and maintain strong, working relationships with internal customers, Local Area Municipalities (LAMs), vendors/suppliers and other support functions within the Region.
Review and approve technical documents prepared for quotations and/or contract awards.
Oversee the fleet certification and legislative compliance requirements.
Review surplus assets list and verify that disposal proceeds are credited to fleet accounts.
Advise on fleet technical matters.
Manage all “out of service” vehicles and follow up with vendors to minimize downtime.
Work with internal customers to implement corrective and preventative measures to better protect corporate assets.
Ensure computerized maintenance management systems are effectively utilized.
Ensure safe and reliable vehicles/equipment are available to meet customer requirements.
Oversee the coordination of common inventory stock items for fleet, traffic sign and signals.
Ensure a secure stock inventory control system.
Review periodic inventory counts and audits, to ensure records are accurate.
Manage all fleet operations and maintenance activities, including facility repair management, asset utilization, fuel and safety. (30% of time)
Ensure compliance with provisions of the provincial Occupational Health & Safety Act, Ministry of Labour (MOL) Regulations, Highway Traffic Act, Accessibility for Ontarians with Disabilities Act (AODA) and other relevant legislation.
Develop and oversee fleet asset management plans, aligned with corporate policies and industry best practices.
Manage the allocation and effective utilization of vehicle/equipment assets.
Manage fuel and greenhouse gas (GHG) emission reduction programs.
Manage onsite fuel storage and distribution facilities.
Oversee fleet standardization, in order to maintain vehicle/equipment economies of scale and efficiency.
Ensure the cleanliness and maintenance of the fleet shops through regular inspections and preventive maintenance programs.
Ensure compliance with all commercial vehicle operator registrations (CVOR) and MTO legislative requirements.
Manage people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (15% of time)
Enable results with the organization’s human capital strategy to foster employee engagement.
Direct and provide leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.
Ensure alignment and coordination of activity and quality of output between teams under their direction.
Ensure focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
Ensure staff has the information and resources to make successful plans and decisions.
Ensure all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
Help to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
Ensure Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
Ensure all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
Develop, manage, and administer annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. (10% of time)
Ensure goods and services are acquired in accordance with the procurement policy.
Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.
Identify opportunities for improving fleet services, to drive better service delivery. (5% of time)
Monitor performance of operation and service delivery through key performance indicators, with a focus on continuous improvement.
Provide a leadership role in the development and implementation of new initiatives; recommend new work processes and systems to improve service delivery.
Continually conduct market research, to select cost effective vehicles, equipment, and materials.
Research and review new technologies in materials, methods and equipment.
Perform other related duties and responsibilities as assigned or required.
Special Requirements
Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director.
