Responsibilities

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Science and Engineering (OSE).   

 

Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges.  

 

This Biometrics and Identity Management role provides scientific, technical and programmatic support in the DHS Science and Technology Directorate, as part of a multidisciplinary team of high-performance professionals supporting the client's most vexing technical and technological challenges. These teams develop solutions to counter current, emerging, and future homeland security threats. Specifically, the selected candidates will support S&T in programs including, but not limited to biometrics and identity management.  The successful candidate will provide strategic technical leadership and support to research and development efforts to strengthen the Office of Biometric Identity Management (OBIM) technologies. The successful candidate will be self-motivated, operate well in a matrixed environment, be able to learn, digest, and provide scientific and technical guidance on a broad spectrum of subjects and be able to distill and communicate complex technical concepts to enable nontechnical managers to make informed decisions.

This is a new position at DHS S&T, and the successful candidate will be proactive in aiding Noblis and the client in defining this role and optimizing its contributions to ensure successful outcomes for the Technology Centers.

 

The responsibilities of the team member may include:

  • Researching and providing guidance on leading-edge technologies, particularly as they relate biometrics,
  • Facilitating ideation workshops,
  • Evaluating the feasibility of technical approaches to problems,
  • Reviewing technical reports and providing critiques of methods and results,
  • Developing and evaluating scientific capability development strategies,
  • Monitoring program and technical performance against goals,
  • Developing test and evaluation methodologies,
  • Assessing the efficacy, safety, and lifecycle costs of proposed or realized scientific solutions,
  • Developing scientific program status reports, PowerPoint briefings, and read-ahead materials,
  • Organizing, coordinating, and participating in meetings, discussions, and seminars on technology topics,
  • Communicating scientific findings to technical and non-technical audiences as needed.

 

These roles may require non-local travel (limited- 6x/year), and some DC metro area local travel.  

Qualifications

REQUIRED SKILLS AND KNOWLEDGE:

  • Advanced Degree and 5 or more years of experience, or Equivalent credits/certifications and 10 years of experience
  • SECRET clearance (or Eligibility to obtain a minimum of an Interim Secret clearance)
  • Eligibility to obtain DHS access and Suitability

DESIRED QUALIFICATIONS:  

  • Degree in a technical field (e.g., physics, engineering, or computer science)
    • Comfort reading, analyzing, & critiquing scientific manuscripts, similar to a peer-review process usually learned in graduate school
    • Ability to ingest and quickly understand new scientific and technical concepts
    • Comfort discussing technical aspects of research and questions about new technologies to promote technical discourse
  • Experience with biometrics or identity management
  • Experience facilitating workshops and ideation and familiarity with applicable tools for these activities
  • Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and operational implications
  • Expertise in the field of threats of interest to domestic national security
  • Publications, patents, or other documented evidence of expertise in a technical field
  • Experience providing direct or consultant scientific support to major programs or system development efforts, preferably supporting national security
    • Self-motivation and the ability to map out paths to success. 
  • DAWIA certification (especially Engineering, Test and Evaluation, and/or Science/Technology Manager).
    • Experience providing consistent and clear communication with program managers and leadership.Evidence of providing scientific guidance to stakeholders, both written and verbally, targeting both technical and non-technical audiences. This evidence may be in the form of conference talks, industry days, publications, feasibility analyses, or market research regarding state-of-art technologies and their implications
  • Experience providing strategic scientific guidance, such as technology roadmaps, feasibility analysis, and market research regarding the boundaries of state-of-art technology.
  • Experience supporting technology transition from research and development to operational use.
  • Experience adapting to changes in processes, requirements, and priorities.
  • Experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, ICE).
  • Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
  • Candidates with a Secret (Top Secret/SCI) clearance and DHS Suitability are strongly preferred.

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions. · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
