The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) program, implemented by the Defense Threat Reduction Agency (DTRA), works with global partners to reduce or eliminate weapons of mass destruction (WMD) threats.  The cooperative nature of CTR yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

We are actively seeking to identify personnel to join our team who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the CTR program.

 

Specifically, Noblis is looking to hire an experienced Radio Frequency (RF) and Surveillance Engineer, with responsibilities as follows:

 

  • Work with an integrated team of engineering and project management professionals to provide advisory and assistance services to DoD clients related to surveillance, intrusion detection, and telecommunications systems
  • Participate in the planning, design, and testing of surveillance, intrusion detection, and telecommunications systems comprising subsystems of sensors, communication networks, IT services, and power systems consistent with operational requirements of the clients, international partners, and the Noblis team
  • Provide technical advice and communicate key requirements, including briefings, presentations, technical papers, reports, facilitating meetings for subsystem components, EO/IR cameras, radars, microwave point-to-point radios, IP networks, tactical radios, and command and control (C2) software
  • Assist with interoperability analysis, functional gaps, technical risks and risk mitigations
  • Oversee the key elements of a system engineering plan (SEP) for designing, implementing, and testing complete surveillance, intrusion detection, and telecommunications systems, communicate technical, cost, and schedule implications to clients, international partners, vendors, and the Noblis team
  • Review, evaluate and propose technical and scope changes to meet key requirements, improve performance, improve quality, and reduce cost

Qualifications

  • Basic Qualifications:

    • 5 years of experience with surveillance and telecommunications systems and subsystem components, including EO/IR cameras, radars, microwave point-to-point radios, IP networks, tactical radios, and command or control (C2) software
    • Experience with evaluating analysis of alternatives and providing recommendations for technical and scope changes to meet key requirements, improve performance, improve quality, and reduce cost
    • Experience with standard office computer systems, programs, tools to provide coherent technical and subject matter advice, analysis, and reporting of technical concepts
    • Ability to travel both domestically and internationally, up to 25% of the time
    • Active Secret clearance
    • BA or BS Degree

     

    Additional Qualifications:

    • Experience with system development life cycle, including DoD or other government acquisition processes, including design, critical component, and technical implementation reviews preferred
    • Experience with technical subject matter impacts to project management of schedule, budget, contract obligations, and quality control standards
    • Possession of excellent oral and written communications skills
    • BA or BS degree in Engineering, Computer Engineering, or Telecommunications Engineering

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management. · Participate on proposals
