Responsibilities
Noblis is supporting CMS mission to deliver high-value IT solutions rooted within CMS’ strategic programs designed to improve quality, cost effectiveness, and accessible health care. We are providing quality-related analytics and reporting initiatives to drive CMS’ ability to make informed quality- related policy decisions and ensure data transparency to the public.
This position will involve direct interactions with the customer and requires the ability to lead healthcare analytics teams to implement applications, platforms, and IT development services and products. We utilize HCD thinking and Agile Software Development processes that achieve results through continuous capability enhancements, minimal downtime, and prompt response to emerging needs.
Responsibilities
- Use statistical approaches and specialized statistical software to analyze and model data in an enterprise data environment.
- Use sophisticated research-supported statistical techniques and write code/syntax to solve complex statistical problems.
- Propose valid statistical solutions to health research problems based on available data.
- Present data and interpretations in research reports and briefs.
- Conduct advanced statistical programming tasks involving:
- Importing, cleaning, and transforming data for statistical analysis.
- Conducting statistical analysis on data from complex data sets and generation of reports.
- Supporting development of technical reports, manuscripts and other publications.
- Work closely with project managers, clients, and stakeholders to transform requests into technical specifications (health-related) and explain complex concepts.
- Work in a collaborative environment with colleagues from a diverse background.
- Develop and maintain Quality Assurance and Quality Control practices for data pipelines deployments
Client Engagement
· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions. · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussionsQualifications
Qualifications
- MS or PhD in Statistics, Biostatistics, Epidemiology, Public Health, Survey Methodology or other relevant statistical or math-based degree.
- Minimum of 6 years of related experience
- Demonstrated experience managing, executing, and performing complex statistical modeling, which must include multi-variant and time series analyses.
- Familiarity with Quality Assurance and Quality Control practices for complex statistical model development
- Advanced SAS, Python/R skills and experience, and experience with other statistical packages
- Advanced MS Excel skills.
- Ability to perform well in a team-based environment, with occasional quick-turn responses.
- Excellent written and oral communications skills.
Preferred Experience
- Knowledge and experience working with CMS data domains, such as:
- Medicare Fee-For-Service (FFS) Claims Part A and B
- Medicare Advantage (MA) Claims Part C
- Prescription Drug Claims Part D
- Provider data
- Beneficiary data
- Healthcare Quality Measures of healthcare delivery and outcomes
- Healthcare Facilities Assessment, Survey, and Certification
- Experience working with systems of record where data for the above domains is originated, as well as processing and storage of that data
- Familiarity with HHS IT systems and/or Healthcare Quality Information Systems (HCQIS), based on the information and references for past projects within HHS.
