Responsibilities

Noblis is seeking a Senior Telecommunications/Wireless Network Engineer with an active Secret clearance to support its Defense Team in Huntsville, AL.

 

The mission of the Threat Systems Management Office (TSMO) is to manage the Army Threat System Programs to include the total life cycle of threat systems for testing and training in the live, virtual, and constructive environments. TSMO designs, builds and tests representations of operational and emerging hostile systems with virtually identical performance capabilities that match the identified threat. TSMO ensures all threat systems are continually developed, upgraded, and/or modified and tested to reflect the current threat weapons systems platforms with state-of-the-art technology to support new and emerging DOD weapon systems. Additionally, TSMO conducts threat assessment and analysis in conjunction with the Army, Navy and other joint services operations.

 

TSMO utilizes a combination of simulators and simulation models, foreign material acquisition, commercial-off-the-shelf (COTs), and new development efforts to achieve its goal of providing threat relevant Electronic Warfare (EW), Information Operations (IO), integrated air defense (IADs), and command and control (C2) capabilities to support Operational Test and Evaluation (OT&E) events. These OT&Es include Network Integration Evaluations (NIEs), Combatant Commander events, as well as other testing and training events. TSMO requires a range of activities associated with conceptualizing, developing, and supporting the execution of testing events. Support is required to allow for more realistic threat representation testing for both hardware and/or software, and to upgrade threat systems and sub-systems with modern techniques that will offer superior threat representation testing against foreign threats.

 

The Senior Telecommunications/Wireless Network Engineer will:

 

  • Plan, deploy, and improve wireless networks from conception to implementation by collaborating with vendors, managers, and Government Clients.
  • Optimize network performance by monitoring Key Performance Indicators (KPIs), addressing network problems and breakdowns, and partnering with network engineers and vendors to optimize the network.
  • Work with outside vendors and Government Clients to modify and implement wireless routing changes within a Mobility Management Entity (MME) Packet Data Network Gateway (PGW) and Access and Mobility Management Function (AMF) User Plane Function (UPF).
  • Maintain Core network connectivity to all network components via routers and switching infrastructure.
  • Support daily network operations for fielded 4G LTE networks, 5G NR networks, and associated data transportation networks.
  • Investigate, troubleshoot, diagnose, and provide resolution to existing 4G and 5G network data and voice environments.
  • Utilize testing and diagnostic tools/utilities to assess and modify equipment configurations.
  • Work with security team to evaluate threats, troubleshoot issues, and comply with appropriate security configuration standards per DOD Risk Management Framework (RMF) guidelines.
  • Generate required network diagrams and maintain all applicable network configurations to maintain proper configuration management.
  • Generate manuals and document current network Standard Operating Procedures (SOPs).
  • Provide on-site operational technical expertise during test events and integration efforts.
  • Explore next generation wireless technologies to better prepare for future wireless network deployments.

 

Qualifications

Required Qualifications:

  • ABET accredited engineering degree or a degree in computer science – bachelor degree required, master degree preferred
  • Candidate shall have a minimum of 8 years direct experience.
  • Extensive knowledge of routing protocols (Multicast, RIP, IS-IS, OSPF, EIGRP, and BGP).
  • Technical understanding and working knowledge of architecture, system and infrastructure level 4G LTE, 5G SA/NSA RAN and Core technologies to include air interface and call flows, features, and 3GPP Release 15
  • Technical familiarity with Cellular core architectures (MME, SGW/PGW, IMS, AMF, UPF, etc.) and services/features (VoLTE/VoNR, SMS/MMS/VMS, RCS, EPDG, LBS, CMAS)
  • Familiarity with 3GPP User Equipment (UE) categories, UE configuration, and Subscriber Identity Module (SIM) card standards and programing.
  • Experience with utilizing VMWare based products and working with operating systems in a virtual environment.
  • Experience working and troubleshooting with external technical teams to integrate multiple vendors into existing cellular and transportation networks
  • Analytical, problem-solving, negotiation and cross-functional management skills with a clear focus under pressure
  • Superior attention to detail and organizational skills.

  • Minimum Active DOD SECRET clearance with eligibility for TS/SCI

 

Desired Qualifications:

  • Master's degree in a related field
  • Relevant industry or DoD certifications in project management, test management, and acquisition management
  • Active TS/SCI clearance
