Summary of Work
This Human Resource Specialist role is pivotal in ensuring the HR division's adherence to policies and regulations, optimizing HR processes, and enhancing the overall quality and efficiency of HR services.
Policy Development, Revision and Compliance: Develop, review and update HR policies and procedures to ensure compliance with laws, regulations, and legislation. Ensure policies support a positive employee experience and align with workplace technology enhancements. Develop and deliver training programs on HR policies, compliance requirements and technology use. Communicate any changes or updates to the agency and collaborate with HR team to ensure consistent application of policies and procedures.
Process Improvement and Quality Assurance: Analyze HR processes and workflows to identify areas for improvement. Propose and implement process enhancements to streamline HR operations, reduce errors, and increase efficiency. Develop and maintain process documentation and training materials. Establish quality control measures to ensure accuracy and consistency in HR data, documentation, and services. Conduct periodic audits of HR records, ensuring data integrity and compliance.
Technology Utilization: Oversee and maintain HR information system agency access roles. Utilize HRIS systems and technology tools to streamline HR processes, data analysis, and reporting. Utilize technology for effective communication and dissemination of information. Assist in developing and executing internal communication strategies related to HR policies, compliance updates, and employee engagement initiatives.
Special Projects: Coordinate project activities, track progress, and report on outcomes. Lead, participate in or provide support to a variety of HR-related projects to include HR system implementations, information management or workplace enhancement efforts. Conduct special research projects and ad hoc analysis to support HR initiatives and solve specific HR-related challenges.
Minimum Qualifications
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Proven experience in HR policy development, compliance management, process improvement, and technology utilization.
- Proficiency in HRMS (Human Resources Information Systems) and other HR technology platforms.
- Strong knowledge of labor laws, employment regulations, and HR technology.

- Team player with a collaborative and proactive approach.
- Continuous Learning: A commitment to staying up to date with HR trends, data analysis techniques, and relevant industry developments.

- Peoplesoft or other HRIS platforms.
