Summary of Work
The North Dakota Public Service Commission seeks to hire a highly skilled individual to perform technical work planning, engineering, and surveying projects and maintaining geospatial data for the Abandoned Mine Lands (AML) Division. The AML Division enhances the public’s safety by prioritizing and reclaiming abandoned coal mine sites that pose health, safety, and general welfare hazards. A team of scientists and engineers on staff collectively plan, design, develop, and execute AML projects. We are looking for a new surveyor, engineering technician or environmental scientist with strong GIS and Carlson/Civil 3D experience to join the team.
Duties and Tasks
- Plan, design, administer, and manage Geographic Information Systems at the PSC. This includes coordinating, updating, developing, and maintaining agency data standards and creating other reports for the AML, Reclamation and Public Utilities Divisions.
- Plan and conduct abandoned mine land site investigations and evaluations.
- Assist in project planning and development of AML projects.
- Integrate design and management of abandoned mine projects into the GIS.
- Provide staff GIS training, support, and assistance. This could include creating maps as requested by PSC staff, conducting RTK surveys, computing earthwork volumes in AutoCAD Civil 3D/Carlson, and reviewing data submitted by industry.
- Respond to information requests from the public and industry about abandoned mine lands.
Minimum Qualifications
- Bachelor’s degree in a geography, cartography, natural or earth science or engineering field and two years professional-level work experience with GIS; OR
- Associate’s degree in one of the above fields and four years of professional-level work experience with GIS and construction, scientific or engineering related work.
Preferred Qualifications
- Experience with AutoCAD Civil 3D or Carlson
- Experience working with complex spatial data
- Knowledge of surface mining and reclamation procedures
- Experience in the oversight or inspection of construction projects
- Coursework or experience in technical writing
