Major Responsibilities:1. Assists the Assistant Water System Manager in performing functions and initiatives as required.2. Provides liaison and coordinates with contractors and/or the Texas Commission of Environmental Quality on treatment residuals hauling and disposal. 3. Ensures compliance with environmental regulations, contractual obligations, federal and state issues and permit regulations and requirements pertaining to water treatment residuals programs.4. Provides support and direction to subordinate employees in the areas of performance management, problem resolution, planning, and work assignments. 5. Monitors and reviews trends in residuals program operations and procedures and recommends operational and policy improvements.6. Performs administrative duties; develop and prepare a variety of reports and correspondence in association with residual operations.7. Responds to inquiries and prepares written reports.8. Manages the Lead Heavy Equipment Operators and the Scale House operator.9. Develops and implements safety programs and conduct safety training as required.10. Assists in the development of specifications for residuals operation equipment. 11. Performs other duties as assigned or required.Knowledge, Skills & Abilities:1. Must possess the ability to use e-mail, internet, and Microsoft Office applications.2. Must possess considerable knowledge of all treatment residuals disposal activities.3. Administrative ability to plan, organize and supervise the work force and its various programs is essential.4. Good public relations skills.5. Mathematical skills to prepare budget and interpret technical data relating to water treatment residual activities.6. Must possess a high school diploma or G.E.D.7. Minimum of five years of experience in related field.8. Must possess a Class B Water Treatment License or obtain within six months of starting position.9. Requires a valid Texas Driver's License.Environmental Factors, Activity Levels and EquipmentThis position requires moderate physical exertion. General physical mobility is required. May be subject to working conditions that include exposure to weather and odors. May also be subject to conditions that require respirators, venting hoods and protective clothing. Subject to after hour emergencies. Tools or equipment used include vehicles, computer, calculator, and safety equipment.
