Financial Analyst

Part I: Position Summary:
The Financial Analyst is responsible for monitoring and analyzing district financial data. This includes working in conjunction with the Executive Director of Financial Services and Director of Financial Services providing supervision where assigned in Financial Services.
The District represents a diverse community with a population of approximately 40% students with diverse backgrounds. Part II: Supervision and Controls over the Work:
Serves under the direction and guidance of the District’s Financial Services Executive Director and Director. Is held responsible for results in terms of effectiveness of planning and administering assigned areas of responsibility and for achievement of program goals and objectives. Work of the Financial Analyst is guided by, and must be in compliance with, federal and state law, policy direction of the School Board, compliance with state and local regulatory agencies (i.e., OSPI, OFM, DRS, OHR, DLI, etc.), and with direction of the Financial Services Executive Director and Director.
Part III: Major Duties and Responsibilities: Under the general supervision of the Executive Director of Financial Services, the Financial Analyst will assist the Executive Director and the Director with the following:
Monitoring and analyzing all revenues and expenditures including grants and categorical funding during the year for the purpose of maintaining budgetary controls, complying with collective bargaining agreements, projecting variances, and correcting errors with journal entries.- Providing data analysis and recommendations to the Executive Director and other district management in all financial matters, including budget, bargaining, payroll, enrollment reporting, staffing allocations, grant compliance, and other matters with fiscal impacts.
- Provide training to department and district staff to support appropriate financial practices and procedures.
- Auditing accounts payable, accounts receivable and payroll records for completeness and accuracy.
- Preparing the district’s annual budget and budget extension documents.
- Preparing the district’s year end reports (F-196, SEFA, Notes to the Financial Statement).
- Reviewing monthly reconciliation of all activities with the County Treasurer (F-197).
- Preparing district wide budgeting documents.
- Providing assistance to school personnel in the proper methods of coding, cost estimates, report writing, interpreting budget reports and procedures.
- Ensuring the continued maintenance of internal controls within the district.
- Preparing state reports (including S-275), contracts, agreements, grants, Medicaid Match Program and Medicaid billing.
- Performing leadership/management tasks and responsibilities as assigned.
Part IV: Minimum Qualifications:
- Incumbents must have successful experience in working with culturally diverse families and communities or have otherwise demonstrated a commitment to strengthening engagement of a diverse community and skill in communicating with a diverse population.
- Five years of accounting experience in a government or school organization, including at least two (2) years of supervisory experience is required.
- Successful School District budget/accounting/payroll/reporting experience.
- Successful experience working effectively with other employees, parents, and patrons.
- Knowledge and experience using WESPaC finance/human resources management software.
- Ability to analyze fiscal process/procedure problems and develop/implement solutions in a positive way.
Part V: Desired Qualifications:
- Bachelor’s degree in accounting or closely related field.
- Previous successful experience as a business manager in a school district.
- Successful experience training and supporting school personnel with financial services functions.
- Successful experience in providing individual and group professional development.
