Job Description
The Engineering Manager manages all phases of projects with scopes that may include engineering, applied science, procurement, construction and or operations; and with significant potential risk, complexity, manpower requirements and/or contract value. The EM is accountable to APTIM Project and Corporate Management and to the client for the project team's performance. The EM must adhere to APTIM's Project Management Policy and work in accordance with APTIM Project Management Procedures and the principles of The Collaborative Way®.
Duties & Responsibilities
- Has a complete understanding of the Contract and the "as-sold" scope of work and budget, and communicates them to the project team
- May be responsible for management of multiple projects and project activities via the assigned Engineering staff
- Plans, organizes, coordinates, and controls the project in accordance with APTIM's established policies, procedures, systems, and requirements
- Provides leadership, direction and coordination for subordinate engineers and project team leads
- Adheres to project safety and quality programs
- Reviews project plans and manages project scope, budget and schedule in accordance with the contract and the project's safety, quality, technical and financial goals
- Through active risk management, protects the Company from unnecessary risks
- Ensures that the project meets or exceeds technical performance expectations
- Ensures that potential project scope, schedule or budget changes are immediately identified and communicated to the PM
- Supervises project activities through subordinate engineers and technical staff
- Oversees activities of technical and administrative support, and ensures that deliverables are produced on schedule and within budget
- Has in-depth functional expertise and broad business knowledge.
- Applies technical and managerial expertise to improve effectiveness and provide guidance to project team members
- Reviews project staffing needs and works with HR and Recruiting to fill the open positions
- Directs the resolution of highly complex or unusual technical problems that cross functional lines
- Develops business plans to achieve functional or cross-functional objectives
- Functions as seller-doer, develops relationships with key internal/external customers to identify emerging needs
- Supports business development activities and may serve as a proposal manager, prepare proposals, and coordinate contract negotiations
- Represents the project and the company to clients
- Builds project team effectiveness and collaboration
- May provide support for a program of projects and be the point of contract for a specific contract
- Must be proficient with communications (written and verbal). Will lead discussions with the client as well as Aptim Management.
- Establishes operational objectives and work plans and delegates assignments to assigned staff.
- Involved in developing, modifying and executing company policies/project procedures that affect immediate operation(s) and may also have company-wide effect
- Works on issues where analysis of situations or data requires in-depth knowledge of project/contract objectives
- Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results
- Establishes and assures adherence to budgets, schedules, work plans, and performance requirements
- Serve as the primary POC with the client for resolution of technical issues, coordinate with subcontractors for impacts of design changes, and lead the development of any required contract change proposals
- Track and report to project team and client the status of open items such as RFIs, EIs, and CCPs.
Basic Qualifications
- Project Management Profession (PMP) certification desired
- Professional Engineering (PE) license required in TN (or ability to obtain)
- In depth knowledge, training or certification in industry codes such as API-650, API-653, API-570, ASME B31.3, ACI, NFPA, NEC, etc.
- Demonstrated experience managing firm fixed price projects
- DOE project experience highly preferred
- Large scale construction experience 15 years highly preferred with a broad based technical background in civil, structural, process and mechanical projects
