Northrop Grumman Defense Systems (NGDS) sector is seeking a Division Security Manager to lead security operations for the Combat Systems and Mission Readiness (CSMR) Division. This position is the primary program security lead for the geographically dispersed CSMR portfolio. The position will be located in either McLean, VA or Huntsville, AL. This position will report directly to the Sector Security Director and will be part of the Senior Leadership Team (SLT), co-reporting to the VP/General Manager of CSMR.
The successful candidate will provide senior oversight and leadership to Program and Industrial Security Operations spanning CSMR, to include all Division programs, sites and activities across the continental US and international programs. The successful candidate will be a member of the Division’s Executive Leadership Team, enabling planning and execution of the industrial security program for all of CSMR programs, contracts and operations, ranging from unclassified/NGC Proprietary to Collateral, Special Access Programs (SAP).
Roles and responsibilities:
The Division Security Manager will directly manage DS CSMR Division security team personnel across all sites and locations, and across all programs, contracts and activities. This will include oversight and management of all CSMR classified programs to include DOD Collateral, SAP and SCI programs. Candidate will have oversight for operations, staffing, execution and requirements planning for those respective security teams.
This position will have a significant leadership role for DS Security in advocating, nurturing and maturing key program security partnerships across all elements to enable best program security planning, support and execution of DS programs and activities. This includes the Industrial Security team, CISS, CEIS, Program Management and other DS and Enterprise organizations (i.e. DS Program Management Office (PMO), Operations, Contracts, Human Resources, Business & Finance, Facilities, Communications, Legal, etc.).
This position is also charged with assuring program security execution, consistency, partnership, effectiveness and integration across all Division, Sector and Enterprise security and information assurance areas, as well as across all security levels – Unclassified/Proprietary, Controlled Unclassified Information (CUI), Collateral, SCI and SAP.
Other duties of the Division Security Manager included, but not limited to:
- Execute all CSMR-level security team budget and resource management to enable financial planning, monitoring, execution and reporting requirements in line with overall DS Security financial execution.
- Provide senior mentorship and career growth advice and guidance for line managers and for dispersed Division security team – to include Facility Security Officers (FSO) and Contractor Program Security Officers (CPSO) and all other industrial security personnel.
- Apply expert multi-discipline (Program Security, OPSEC, PERSEC, Physical Security, Technical Security, Information Assurance, INFOSEC, COMSEC, etc.) program security management experience to ensure consistency of security execution, reduce/eliminate redundancies, assure cross-discipline and cross-organizational teamwork through consistent and repeatable process management.
- Collaborate with DS Security Director (and rest of NGC Enterprise Security) in representation with senior customer (IC and DOD) security counterparts in multiple forums. Must be willing to seek and take on active and direct roles with Industry/Government security organizations (i.e.: ISWG, NDIA, AIA, CSSWG, NISPPAC, etc.) to include active working group participation, executive committee membership and chair/vice chair positions as/if possible.
- Serve as a leader for DS Security team to assist the planning and execution of Site, CSMR Division and Sector level business resiliency and crisis management programs.
- Other duties as assigned.
Basic Qualifications:
- A Bachelor’s Degree and a minimum of 10 years of related proven industrial security experience; or a Master’s Degree plus a minimum of 8 years of related proven industrial security experience
- Current Top Secret clearance with ability to obtain SCI and SAP access.
- Demonstrated experience in making critical security program and management decisions for dynamic business units that support high value contracts across a wide US Government customer spectrum (Intelligence Community, Defense, Energy, Homeland Security and other Civilian Departments/Agencies).
- Must have an in-depth knowledge and skills with the National Industrial Security Program Operating Manual (NISPOM) and with solid working knowledge of Special Access Programs.
- Must be able to travel domestically and internationally as needed in support of program executions and standup operations.
Preferred Qualifications:
- Current Top Secret/ and SAP access
- 15-plus years of experience with planning, executing and managing classified program and industrial security operations for Collateral, SAP and SCI programs
- Proven ability to perform and manage diverse and dispersed security programs and teams across multiple disciplines (entire program security spectrum), to include Program/industrial Security, Facility Security Officer (FSO) and Contractor Program Security Officer (CPSO) duties, Information/Cyber Security, COMSEC, Physical Security, Personnel Security, International Security
- Proven ability and experience working with US Government security leadership in DOD and Intelligence Community (IC) security programs
- Demonstrated experience in planning, management and execution of complex budgets across diverse and geographically dispersed locations for security operations – to include planning budgets for complex mixtures of direct, indirect and overhead activities
- Demonstrated experience in development of complex security plans and proposal writing
- Experience and direct participation (working group and/or leadership positions) with Government/Industry Security Organizations (ISWG, NDIA, AIA, NCMS, etc.)
- Proven experience with USG security regulations, policies and procedures for Collateral, SAP and SCI programs
- Proven Expertise in managing and executing Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security programs, to include specific expertise with SAP and SCI security Policies, Directives, Executive Orders and all other compliance requirements for entire range of SAP and SCI arenas (DOD, USAF, Army, IC, Navy, DARPA,etc.)
- Proven experience in planning and managing staffing and hiring processes for large teams, to include partnerships with HR, Talent Acquisition, hiring managers and program management leadership
This position reports to McLean, VA, USA, however, this position can also be worked from Huntsville, AL, AL, USA.
