JOB DESCRIPTION
Program: Early Learning Resource Center
Job Title: Designator
Reports To: Quality / Provider Manager
Status: Full-Time / Exempt
Hybrid Office: Home Headquartered & Hub Office as needed. (Hub located in Du Bois, PA 15801)
Job Summary: The Designator is responsible for ensuring all STARS designations and renewals are conducted in a timely, efficient and accurate manner. The STARS Designator will support and evaluate the work of the Quality Coaches through guidance and interpretation of performance standards, grant procedures and policies, and by connecting Quality Coaches to appropriate resources.
Examples of Essential Duties and Responsibilities:
- Maintains comprehensive knowledge and understanding of the Keystone STARS performance standards and grant procedures and provides interpretation, clarification, and guidance of standards and policies to coaches and ECE providers
- Coordinates the designation and renewal process to ensure designations occur prior to facilities’ expiration date
- Designates Keystone STARS sites at the appropriate STAR level based on STARS Performance Standards, criteria, and applicant information
- Supports STARS reciprocity.
- Enters site contacts and designations timely and accurately into PELICAN and the PD Registry.
- Promotes the Keystone STARS program through creative presentations to child care providers and other interested parties; disseminates information through personal contact, informational material, print and electronic media, etc.
- Supports, coaches and evaluates Quality Coaches
- Participates and supports a collaborative team approach
- Develops and maintains positive working relationships with providers, staff, and other partners in Keystone STARS.
- Maintains comprehensive knowledge of programs and resources within assigned geographic territory
- Coordinates efforts with other resources and provider supportive systems to facilitate access to those services
- Maintains complete, accurate and accessible automated and manual files, records and databases, and prepares associated reports as required by government, funding source, and NWIR management
- Ensures compliance with government, funding sources and NWIR regulations and requirements
- Participates in internal and external professional development programs, meetings, and opportunities to augment professional skills
- Other duties as assigned
Necessary Knowledge, Skills and Abilities:
- Ability to understand and clearly explain information regarding the Keystone STARS Quality Initiative
- Ability to communicate effectively and work productively and collaboratively with employees, government agencies, service providers, program participants, human service organizations, educational institutions and other key partners in a positive, professional, and pleasant manner in writing, by phone and in personal contacts.
- Ability to maintain a high level of confidentiality and sensitivity in all working relationships
- Ability to speak publicly in front of large and small groups
- Knowledge of theories, practices and principles in the field of early care and education.
- Knowledge of the PA Early Childhood System, including licensing/certification requirements and related supportive programs and services. Strong working knowledge of such programs within assigned geographic territory.
- Ability to organize, prioritize and establish schedules to accomplish program goals and evaluate the delivery of service and program objectives.
- Ability to provide management with timely and accurate reports and recommendations.
- Ability to maintain complete, accurate and accessible files and records.
- Working knowledge of personal computers and networked systems and their use and application for database management, tracking and reporting in a human services or similar environment.
- Ability to plan, organize and carry out assignments and responsibilities on time, correctly, in a professional, effective, efficient and independent manner
- Ability to work productively from a remote location, independent of direct supervision
Minimum Qualifications:
- Bachelor’s Degree in early childhood education, child development, social services, business administration or related field. (Master Degree in ECE preferred)
- Current working knowledge of best practices in ECE required.
- Current knowledge of Keystone STARS Performance Standards and Designation process required.
- Current PA Quality Assurance System (PQAS) Certification preferred
- Two years related experience coaching ECE programs
- Two (2) years related experience working in an ECE program
Other Requirements:
- This position includes the normal physical demands associated with work in an office environment, including lifting, bending and carrying; and travel to other facilities within the region.
- This position requires availability and flexibility to participate in services, programs and activities during regularly scheduled workdays, evenings and weekends.
- This position requires a valid driver’s license and reliable and adequately insured transportation on a daily basis
- This position requires the ability to travel within the 22 county area of the NW Regional Key, as well as occasional travel outside of this region
