Job Description Position Summary: Demonstrates strong analytical expertise, data and system knowledge and business insight to manage, analyze and perform data reporting. Answers and anticipates critical business questions and opportunities to deliver key insights to internal staff, member co-ops and vendor partners. As business lead for the NRECA Data Warehouse, the position manages a team responsible for leveraging consolidated data to produce useful, and actionable reports – turning data into information – as well as communicating them to audiences within and outside the organization. Position also provides analysis of data to provide information needed for plan design changes, strategic direction and trust management. Position is responsible for coordinating standard reports and ad-hoc reports for various business lines and functions and facilitates monthly reporting to senior management team. Through superior analytics in management reporting and consensus building skills, this person quantifies and suggests the appropriate allocation of resources across business lines. Essential Duties and Responsibilities: Conduct quantitative and qualitative analysis with analytics techniques to solve defined business needs and effectively communicate results. Lead the Data Analysis & Reporting team to include setting clear expectations/goals/objectives; providing timely feedback, coaching and recognition; promptly addressing performance or employee relations issues; upgrading the skillset and effectiveness of the staff; and providing the materials, equipment and information required to support the success of the team members. Supervise both standard and ad-hoc data request functions for member cooperatives regarding co-op and participant demographics, group and retirement benefit information, ensuring HIPAA standards are applied. Ensure proper HIPAA disclosure agreements are in place with approved business partners and members and report violations where identified. Provide ad-hoc reports and analysis to internal customers at all levels of the Association using the data warehouse system. Create database queries (often complex) that accurately cull data from NRECA Data Warehouse consistent with business rules. Produces concise final reports of relevant information. Create automated solutions that reduce the possibility of error and free up resources that would otherwise be used for manual processes. Act as business lead/product owner for the data warehouse system. Manage, maintain and administer the data warehouse. Provide strategic direction and analytical input into various warehousing projects. Develop and produce management reports both at the business and functional levels, to include executive dashboards/scorecards, incorporating collection and analysis and presents results in an accurate format to the executive level management team. Direct communication with end-users (co-ops, vendor partners and internal staff) to fully understand problems/issues and to fully explain the content and implications of data reports. Develop and produce standard reporting packages for internal customers and external customers. Derive baseline data to establish context, and update data to allow for the identification of trends. This includes participation in strategy and execution of reporting to gain and maintain our business and the development of renewal packages tailored to the experience-rated co-ops. Quantify, track and recommend the allocation of appropriate resources, across the business lines, to business unit managers and/or NRECA executives. Standardize and develop the metrics, algorithms and statistical methodologies that I&FS uses to evaluate performance and measure outcomes of its products and services, with an emphasis on health care activities. Supports the development and tracking of the business case for projects developed within the Insurance & Financial Services (I&FS) department. Work in conjunction with I&FS management team and the finance department to provide financial reports for various committees. Work closely with internal teams to track and report on the performance of the employee benefit plans and programs as well as provide contact information for targeted outreach and communications. Provide excellent customer service for both employee/internal customers and those individuals outside of NRECA, such as co-op members, vendors, etc. Provide service excellence by focusing on customer needs, following standard response times, demonstrating professionalism and being pro-active. Responsible for the proper security and disposal of any confidential information that he or she may possess in the course of performing this position’s job duties, as well as ensuring staff compliance with security protocols in accordance with NRECA’s Personnel and Administrative Policy and HIPAA Privacy and Security Policies and Procedures Manuals. Direct Reports to this Position: Sr. Data Analysis & Reporting Advisor (1) Sr. Data Analysis & Reporting Specialist (1) Qualifications Formal Education Required: Bachelor’s degree in a quantitative field (Operations Research, Computer Science, Engineering, Applied Math, Economics, Statistics, Analytics, Management/Business Information Systems (or related degree), Master’s degree preferred Formal Experience Required: 10 years’ experience in database maintenance, data extraction, query writing, report creation, written analysis and verbal presentation in the medical insurance industry with an emphasis on managed care and at least 3 years’ experience with defined benefit and defined contribution plans. 3 or more years’ experience managing people. Experience with ad-hoc reporting writing experience with SAP BusinessObjects or a similar tool Solid understanding of data warehouse concepts and database design and with self-service reporting Advanced skills in Excel Experience with analytics tools such as PowerBI or Tableau FLSA Status: Exempt Knowledge, Skills and Abilities Required (as demonstrated by prior work experience): Ability to manage competing deadlines and multiple projects at various stages of development using effective organization skills and attention to detail. Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization.
