The Property Modeling and Research Unit (PMR) has been tasked to model an ever-increasing number of tax classes. There is a suite of models based on sales, income, and costs that rely on analytical methods grounded in statistics, geospatial analysis, and GIS mapping.

- Develop complex statistical models to estimate property values for various types of property using statistical software.
- Develop SQL scripts to extract and upload data into database.
- Perform geographic analysis using GIS and/or Spatial analytical methods.
- Support the function of business by providing summary analysis using tables, graphs, trends, charts and maps.
- Conduct research and analysis on real estate models, choose between candidate models for predictive modeling and ensure proper modeling techniques are used.
- Techniques used may include spatial modeling, Monte Carlo simulation, linear and non-linear programming, dynamic programming, queuing and other stochastic-process models, mark decision processes, econometric methods, data envelopment analysis, neural networks, expert systems, decision analysis, and the analytic hierarchy process.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills
- A minimum of 2 years of experience and an advanced degree in Economics, Statistics, geography/GIS, or similar field.
- Strong statistical analytic skills, with demonstrated experience of datasets manipulation and analysis with SAS or other similar statistical software.
- Ability to extract and upload data from database with SQL.
- Ability to perform geospatial analysis in ARCGIS or other geographic information systems software.
- Ability to independently prioritize and organize work assignments, perform work in an independent environment.
- Strong attention to detail and curiosity to explore and critically evaluate different strategies.
- Knowledge of MATLAB/R or other matrix programming language.
- Ability to communicate effectively in writing, and oral presentations; complete task in a timely manner and the ability to work cooperatively and effectively as a team member.
