THIS POSITION IS ONLY AVAILABLE TO CANDIDATES WHO HAVE RETIRED FROM CITY SERVICE. THIS POSITION IS PART-TIME, 21 HOURS A WEEK. PENSION AND BENEFITS CAN STILL BE COLLECTED WHILE EMPLOYED IN THIS POSITION.

The Administration for Children Services (ACS) is an integral part of the City’s evolving juvenile justice system, participating in reform initiatives and strategies aimed to move the City towards an age appropriate and developmentally responsive system without compromising public safety. ACS is responsible for maintaining a safe and secure environment in two secure detention facilities for our employees, visitors, volunteers and youth in our custody. Importantly, safe detention sites provide youth in custody with the tools and opportunities they need to successfully re-enter their communities.

The Administration for Children Services is seeking a highly motivated individual to serve as Senior Consultants to work in partnership the Division of Youth and Family Justice in monitoring all aspects of facility operations. The candidate will collaborate with the facility leadership teams to ensure that daily facility operations are managed in accordance with best practices.

The candidate will review, analyze and work with the a team to ensure that detention operations comply with all legal mandates, develop effective protocols for review and response to incidents; establish and maintain cooperative working relationships across the senior leadership team and line staff, oversight agencies; analyze situations and recommend effective solutions to leadership; assist with the training and motivation of staff to achieve maximum effectiveness; and analyze data to identify and develop responses to trends. The candidate will research, review, and recommend best practices; and perform other related duties as assigned.

In addition to the aforementioned, the candidate may also be responsible for:

  • Documenting/Recording Information — Entering, transcribing, recording, storing, or maintaining information in written or electronic form.
  • Resolving Conflicts and Negotiation— Handling complaints, settling disputes, and resolving grievances and conflicts.
  • Identifying Actions, and Events — Identifying information by categorizing, estimating, recognizing differences or similarities, and detecting changes in circumstances or events.
  • Providing Consultation and Advice to Others — Providing guidance and expert advice to senior management and frontline staff.
  • Communicating with People Outside the Organization — Where necessary, communicating with people outside the organization about issues related to security.
  • Developing Objectives and Strategies — Establishing objectives and specifying the strategies and actions to achieve them.
  • Core Competencies Accountability & Results Driven: Making Decisions and Solving Problems — Analyzing information and evaluating results to choose the best solution.
  • Analyzing Data or Information Evaluating Information to Determine Compliance with Standards — Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.
  • Leading Teamwork & Developing People: Coaching and Developing Others — Identifying the developmental needs of others and coaching, mentoring, or otherwise helping others to improve their knowledge or skills.
  • Developing and Building Teams — Encouraging and building mutual trust, respect, and cooperation among team members.
  • Guiding, Directing, and Motivating Leadership and Line Staff— Providing guidance and direction, including setting performance standards and monitoring performance.
  • Training and Teaching Others — Identifying the educational needs of others, developing formal educational or training programs or classes, and teaching or instructing others.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

The ideal candidate will demonstrate knowledge of public safety and security including knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data and property. Experience in assessing, implementing and developing security systems and protocols in an institutional setting is required. A background in training, supervision and leadership is preferred.
