Minimum Qualifications

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Property Manager Trainee 1: a bachelor's or higher degree.

Property Manager Trainee 2: A bachelor's degree and one year of professional experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space utilized in New York State agency operations. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD's Central Office Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.

REASSIGNMENT QUALIFICATIONS:

Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Property Manager 1. If you have less than one year, you must be currently reachable on the eligible list.

TRANSFER QUALIFICATIONS:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

55 B/C QUALIFICATIONS:

  • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.
  • Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
  • Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

The position may be filled at the Property Manager Trainee 1 level equated to SG-13, $49,363, Property Manager Trainee 2 level equated to SG-14, $52,198, or full performance Property Manager 1 SG-18, $65,001 based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Property Manager 1 SG-18 following the successful completion of the traineeship.

Duties Description

The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of the Physical Plant Maintenance, Capital Services, Safety & Security, Fire Safety, Emergency Maintenance, and Environmental Services. The Property Manager 1 will plan and coordinate space allocation at district administration, program, and residential sites. Duties include but are not limited to the following:

  • Participate in meetings with department /program managers to determine specific space requirements ensuring space designs and modifications reflect the needs of the end users and conforms to the Office of General Services (OGS) space allocation guidelines.
  • Coordinate the physical movement of staff throughout the building and collaborate with Work Control, Business Office, ITS staff on necessary modifications such as electrical/data/furniture reconfiguration.
  • Reviews, evaluates, and develops requests, proposals, and justification for the procurement of new space and/or the improvement, addition or alteration to existing premises.
  • Confers with management on space requirements and related expenditures.
  • Resolves problems arising from the conflicting needs of various offices.
  • Prepares space layouts, plans and specifications, including workflow and needs such as telephones, electrical installations, storage, movable partitions, air conditioning, acoustical ceilings, and parking.
  • For leased spaces, work in partnership with Real Property, OGS, DASNY , building management, contractors, and vendors for the negotiation and approval of design modifications and specifications.
  • Draft and submit Scope of Work for maintenance or building modification requests.
  • Solicit and review bids from potential vendors.
  • Research equipment and furniture purchases while comparing options, pricing, and delivery. Make purchase recommendations and place orders for the purchased equipment and furniture.
  • Coordinate delivery and place items into inventory or movement to the work location.

  • NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

  • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee
  • Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume/cover letter.
  • All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
