Job Description
OBXtek is currently staffing for an Technical Manager to work within the Air Force (AF) Office of the Deputy Assistant Secretary for Science, Technology and Engineering (AQR). This position is in support of our Staffing and Technical Acquisitions Support Service contract (STAQSS), supporting the Secretary of the Air Force for Acquisition (SAF/AQ).
AQR serves as the Air Force S&T Executive, Air Force Acquisition Chief Engineer and Technical Authority, the Air Force Corrosion Control and Prevention Executive, Air Force Standardization Executive, and functional manager for the scientist and engineer (S&E) career field. It develops and implements plans, policies, and procedures for Air Force S&T, laboratory management, technology transition (to include Joint Capability Technology Demonstrations), Technology Cooperation Program, technology transfer, development planning (DP), and experimentation. AQR establishes engineering policy and guidance for Air Force systems, subsystems, and end-items and leads the Systems Security Engineering activities that include the identification and protection of critical program information (CPI) and functions, elimination or mitigation of cyber vulnerabilities, and program protection planning. AQR also establishes policy and guidance for the development, implementation, and operation of the Air Force airworthiness assurance system and advocates for S&T, DP, prototyping and experimentation, technology transition, technology transfer, and S&T intelligence; defends these areas in the corporate Air Force PPBE process; and serves as the primary interface with Congress, OSD, and other government agencies for these non-SAP investments. AQR provides oversight of the scientific and technical information program, to include distribution controls, as well as develops the Air Force S&T strategy in consultation with AF/ST; oversees S&T program elements involved basic and applied research as well as assigned developmental program elements and ensures technology development supports warfighter needs.
**This position is currently telework eligible with on-site work approximately 3 days per week.
**This position can potentially be 100% onsite, based on the mission's needs.
The tasks for this position include:
- Assessing policy requirements and developing policy and procedures governing the interaction of Assurance in Software Engineering (ASE) into all acquisition phases of lifecycle management and sustainment of AF weapon systems.
- Planning, developing, and coordinating ASE of weapon system Platform Information Technology (PIT) policy development/writing and plans to include strategic planning, capital planning, and investment control, workforce planning, standards development, resource management, knowledge management, architecture, infrastructure planning and management, as well as auditing.
- Planning and coordinating policy development for the acquisition, implementation, and integration of CSRS techniques into software supporting operations in all phases of life cycle management and sustainment of AF weapon systems.
- Reviewing existing and proposed policy documents that have Cyber Resiliency sections or possibly impact AF enterprise ASE policy.
- Providing ASE expertise especially on weapon system Platform Information Systems (PIT) and Embedded Systems guidance to develop, implement, and evaluate actions to improve the cyber security and resiliency of operational software.
- Establishing and promoting consistency across validated security and resiliency software in support of operational systems-level requirements concepts of operations (CONOPS) and architectures and ensures all program technical activities are consistent with these system- level baseline documents.
- Reviewing program technical approaches to identify PIT and Embedded systems where integration of material solutions or Tactics, Technics and Practices (TTP) for operational software improves cyber security and resiliency of the entire system.
- Reviewing of acquisition programs for integration and technical changes to programs to achieving better software security and resiliency.
- Any other tasks closely associated with the performance of duties listed above and as coordinated with the COR.
Qualifications:
- Active Top Secret Clearance with SCI eligibility.
- Master's Degree in software engineering, cybersecurity or information assurance
- At least 10 years of experience in systems engineering, to include weapons systems platforms and cybersecurity.

Salary : $120,000 - $160,000
