This position is located in the Office of Finance and Operations, Office of Budget Service, Budget Execution and Administrative Analysis Division (BEAAD), Administrative Analysis Branch (AAB). The AAB is responsible for budget formulation and execution activities for all of the Department's administrative accounts. The Branch monitors and analyzes Full-time equivalent (FTE) usage and performs workload data analysis in working to best align FTE resources with areas of high Department priority.

Qualifications:

To qualify for the GS-15: You must have one year of Specialized Experience equivalent to the next lower grade level (GS-14 or equivalent) in the federal service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.

1. Experience coordinating the formulation, review, analysis, development, presentation, and/or execution of administrative budgets;

2. Experience implementing planning and budget guidance from the Office of Management and Budget; and

3. Experience analyzing impacts of legislative or programmatic changes on budget systems and policies.

1. Knowledge of all phases of administrative budgeting, the budget process, and all associated procedures and regulations.

2. Skill in analysis and comparison of cost benefit of alternative budget and program actions.

3. Ability to analyze budgetary and operational regulations, legislation and policies.

As a Supervisory Budget Analyst, GS-0560-15, you will be responsible for:

  • Advising the Budget Execution and Administrative Analysis Division's (BEAAD) Director and leading and managing the day-to-day activities of staff including formulation and execution activities for all of the Department's administrative accounts.
  • Providing accurate and timely support on identifying issues and undertaking special analyses with respect to budget problems such as resource allocation.
  • Providing advice on budgetary policy changes, defining emerging problems in the agency's planning and budget process.
  • Developing and issuing instructions and time schedules to principle offices for the annual submission of administrative budget requests and justifications; and reviewing and analyzing planning and budget submissions for conformance to established agency policy issues.
  • Maintaining continuing liaison with and representing the BEAAD Director in meetings with the agency as well as The Office of Management and Budget (OMB), Congressional staff, and the General Accounting Office.
  • Preparing OMB and Congressional justification budget materials.
  • Developing cost-benefit analyses of budgetary requests.
  • Interpreting the impact of major changes in the agency’s programs on budgetary systems and policies.
  • Adhering to agency policies in performing all or most of the following supervisory functions:  Responsibility to agency management for the quantity and quality of work done and for assuring efficient and economical work operations; responsibility for planning, organizing, assigning, and reviewing work and administering personnel matters.
