Hopemont Hospital _ Preston County, WV
Under general supervision, purchase goods and services for Hopemont Hospital. Adhere to all state purchasing rules and regulations. Prepare all required documentation for the procurement of goods and services according to state purchasing regulations. Prepare specifications for the purchase of goods and services and solicit bids from vendors to create contracts. Oversee and supervise the central receiving inventory and purchasing personnel. Supervise the daily receiving/inventory operations. Prepare all required monthly and yearly reports for purchasing and receiving/inventory department. Maintain an accurate physical inventory and accurate computer records. Comply with WV surplus property regulations and guidelines. Complete annual employee performance appraisals. Schedule employees to ensure coverage for the department and verify worked hours on automated system. Attend departmental meetings and all mandatory in-services. Will be required to obtain a purchasing card for purchase of goods and services. Computer skills are required.
Applicants selected for employment must successfully complete a urinalysis and breath analysis drug screening test. All employees shall be subject to drug testing for probable cause as set forth in agency and bureau policies. All applicants must successfully complete a background check. This is a tobacco/smoke free campus.
Minimum Qualifications
Training: Bachelor's degree from a regionally accredited college or university.
OR
Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training at the rate of one (1) year of experience for 30 credit hours of education.
AND
Experience: Five (5) years of full-time or equivalent part-time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit, at least one (1) year of which must have been in a lead worker capacity with the centralized State Purchasing Division or a large Department's centralized Purchasing Division. Purchasing experience must be for direct use of the industry or governmental unit, not for retail sales.
OR
Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience at a rate of one (1) year of experience for 15 semester hours of education not to exceed two (2) years but will not count toward the required supervisory experience.
