JOB SUMMARY: This position resides in the Homeland, Identities, Targeting and Exploitation Center (HITEC), Deputy Under Secretary for Intelligence Enterprise Operations (DUSIEO), Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS).

This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.

DUTIES INCLUDE:

  • Plans, organizes, and directs the activities of an organization charged with conducing tactical research, analysis, and exploitation of information on individuals and networks seeking to threaten the United States and ensuring the organization’s activities comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives for personnel integrating organizational, Departmental, and Intelligence Community priorities focused on threat to the United States. Establishes and maintains policies and procedures for conducting HITEC activities. Coordinates plans and schedules with other organization managers and customers as appropriate. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of HITEC and administrative issues. Structures assignments to create effective and economical positions. Oversees organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
  • Responsible for reviewing, evaluating, and analyzing large quantities of intelligence and information from various sources and advises senior management of any threats or other developments requiring immediate action.
  • Serves as the senior official responsible for the conduct of highly specialized technical digital forensic examination of incoming media and subsequent analysis, consistent with the National Initiative for Cybersecurity Education framework. Analyze specialty areas-including, but not limited to serving as the dissemination approval authority for products supporting prosecutions, intelligence, and other operational missions.
  • Independently prepares, and reviews subordinate prepared, information memorandum, letters, decision papers, staff action packages, briefing presentations, talking points, newsletters, and web content on priority matters and issues that accurately and effectively capture context and relevance of a variety of issues.
  • Maintains a continuous liaison with other IC organizations, other service counterparts, and DHS offices to ensure planning is consistent and integrated throughout the homeland security community. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial matters, and thereby improve overall homeland defense level planning in areas of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization.
  • Prepares and presents briefings. Prepares and analyzes reports; responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization. Serves as the independent technical authority for the organization. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent's area of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization. Defends recommendations to higher levels of management as necessary.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Provides a work environment free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Addresses subordinates concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace.
  • Performs other duties as assigned.

KEY REQUIREMENTS:

  • Must be a U.S. Citizen
  • Must be able to obtain/maintain a TOP SECRET/SCI Security Clearance
  • Overtime may be required in response to a significant event
  • Overnight Travel of 1-5 nights per month may be required
  • Incumbent is subject to pre-employment and random drug testing

QUALIFICATIONS AND EVALUATIONS:

You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

This experience is defined as:

  • Extensive knowledge in directing mission-essential programs to include short- and long-range programs addressing a broad range of DHS needs and interests.
  • Extensive background in planning and setting subordinate work and evaluating work performed using equitable performance and rating techniques.
  • General knowledge in the digital forensic examination of media and subsequent analysis, digital media exploitation, identity analysis, and counterintelligence.
  • Extensive knowledge in policy and procedures for the collection, production, and dissemination of intelligence products.

Substitution of education in lieu of specialized experience may not be used for this grade level.
