This position is located in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM).  OASAM provides leadership and support for business operations and procurement, budget, information technology, human resource (HR) management, civil rights, emergency management, security, and strategic planning and performance. The selectee serves as the Director of the Office of Strategic Operations and Administrative Officer for OASAM.

Qualifications:

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQ's must not exceed 10 pages. It is recommended that applicants draft their ECQs in a Word document first, then cut and paste into the spaces provided following each ECQ to ensure length requirements. For additional guidance, applicants may visit the Office of Personnel Management's Guide to Senior Executive Qualifications. Applicants are encouraged to follow the Challenge, Context, Action, and Result model outlined in the guide.

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Knowledge and practical experience in coordinating and improving enterprise wide administrative services and operations which enables the incumbent to monitor, evaluate, and meet the Agency's administrative needs, goals, and challenges.

2. Knowledge and experience in budgeting and performance management that enables the incumbent to advise senior leaders on executing plans, improving processes, and allocating resources for a large organization.

Responsibilities:

The Director of the Office of Strategic Operations is responsible for the overall management of operations and related administrative services in the areas of strategic planning, budget and resource oversight, workforce planning and human resources, procurement, communications, program evaluations, and other programs designed to assure the accomplishment of OASAM missions and operations.  The incumbent serves as the Administrative Officer for OASAM. 

Major duties include, but are not limited to, the following:

- Provides executive leadership and exercises supervisory responsibilities for the Office of Strategic Operations.  Focuses staff on delineated priorities while maintaining and improving day-to-day operations. Provides regular feedback, direction, and training to engage staff to fulfill strategic objectives.

- Participates as a key member of OASAM’s executive staff.  Serves as an advisor to the Assistant Secretary and Deputy Assistant Secretaries concerning OASAM operations and the services OASAM provides to the Department.  Represents OASAM in Departmental, multi-agency and governmental initiatives related to OASAM operations and services. Strategically works with colleagues and counterparts across the Executive Branch to garner support and develop guidance to advance operations.  

- Directs strategic planning to guide administrative operations, overcome challenges, and provide flexibility in the face of unforeseen obstacles and conditions.  Leads research to identify methods to improve operations, programs, and services. Leads cross functional working groups and task force groups to ensure high priority challenges are managed and overcome.  Participates in high-level discussions among top executive officials, internal and external to the Department.

- Manages and oversees coordination of agency-level HR activities and programs.  Advises on a variety of procedural and policy matters pertaining to HR policies and procedures.

- Analyzes internal budget policies and assists in the development of budget policies and procedures.  Provides overall coordination and management of OASAM's budgeting and financial tracking system. 

- Provides executive oversight of OASAM’s management of information, including records management, congressional oversight inquiries, e-discovery and other high-level correspondence and actions.  Oversees the coordination of responses to correspondence from the public, Congress, other Executive Branch departments, agencies, State, county, and municipal governments. 

- Directs organizational and other studies aimed to improve productivity, work processes, and organizational effectiveness.  Establishes timetables and evaluation methods to determine progress and accomplishments against short and long-range objectives and goals.
