This position is located in the Department of Labor's Civil Rights Center (CRC), Office of External Enforcement (OEE). CRC's mission is to promote justice and equal opportunity by acting with impartiality and integrity in administering and enforcing various civil rights laws.
- This position is outside the bargaining unit.
- Telework eligibility is 2 days per week.
Qualifications:
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience for this position is defined as:
- Experience in applying investigative/evidence gathering methods, such as interviewing techniques, for allegations of discrimination in order to collect various types of factual information necessary to determine whether a covered entity is in compliance with nondiscrimination and equal opportunities statues or other applicable laws.
- Experience with processing, investigating, and adjudicating discrimination complaints under nondiscrimination and equal opportunities statues, and Executive Orders.
- Experience with providing technical assistance and expert guidance on applicable legal theories, elements of proof, and adequacy of information contained in cases of alleged discrimination.
- Experience in preparing written documents for discrimination complaints such as intake questionnaires, closure letters, transfer letters, referrals, determinations, and conciliation/settlement agreements.
Responsibilities:
The incumbent serves as an Equal Opportunity (EO) Specialist responsible for processing, investigating, and adjudicating discrimination complaints under nondiscrimination and equal opportunity statues, and Executive Orders.
Major duties include, but are not limited to:
- Serves as an expert advisor on EO laws for the OEE Chief and members of OEE staff, as well as the CRC Director and, as appropriate, internal and external stakeholders.
- Provides technical assistance and guidance to Equal Opportunity Specialists regarding applicable legal theories, elements of proof, and adequacy of information provided in complaints, including assessing whether complaints are timely, whether they allege a basis prohibited by the laws CRC enforces, and whether CRC has jurisdiction over the entity alleged to have discriminated, as well as adequacy of investigative methods/evidence gathered during investigations.
- Provides interpretation of laws, policy documents, and guidelines to OEE staff to help ensure that such laws/documents are applied consistently.
- Supports Equal Opportunity Specialists in conducting investigations, as well as personally conducts investigations, from intake to resolution.
- Serves as liaison between the Office of the Solicitor and OEE on questions related to the interpretation of the laws enforced by OEE and issues arising out of OEE's enforcement program.
