The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Operating Budget Analyst. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Budget and Planning (OBP), Operating Budget Division. The incumbent serves as a Budget Analyst with responsibility for formulating, justifying, monitoring, and developing small to mid-size agency budgets.
Duties include, but are not limited to:
- Coordinating OBP budget projects to include the preparation of tracking, monitoring and coordinating agencies reprogramming of budget requests.
- Performing special analysis of specific budgetary program and projects; providing recommendations.
- Coordinating with program managers and other financial personnel to gain information sufficient to provide sustainable justifications for requests; reviewing agency budget submissions.
- Participating in the preparation of the Mayor's annual operating budgets; coordinating and developing the database that supports the Mayor's annual operating and capital budgets.
- Analyzing agencies' annual spending plans, preparing impact statements and providing recommendations.
- Developing and preparing guidance and tools designed to increase agencies ability to make proper budgetary formulation, execution determination, and planning decisions.
- Performs other related duties as assigned.
Minimum Qualifications: Two (2) years of progressive experience performing duties related to the work of the position to be filled such as formulating, justifying, monitoring, coordinating and approving budget requests; and preparing reports, analysis, and justifications related to funding matters.
